REGULAR SEMI-MONTHLY MEETING
December 20, 2005

 

            The meeting of the Board of Supervisors, Hanover Township, Northampton County, Pennsylvania was called to order by Chairman John J. Finnigan, Jr., at the Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, Pennsylvania, 18017 at 7:30 P.M.

 

            Present were Supervisors Colon, Walbert and Salvesen, Engineer Birdsall, Solicitor Broughal, Manager Sterner and Public Works Director Kevin Healy.

            Also in attendance were Lori Stranzl, Assistant Secretary/Treasurer and Stacy C. Milo, Assistant to the Secretary/Treasurer.

 

            The Pledge of Allegiance was performed.

 

            Upon motion of Mr. Walbert, seconded by Mr. Colon, the Board unanimously approved the Agenda.

            Upon motion of Mr. Walbert, seconded by Mr. Colon, the Board unanimously approved the minutes, as written, from the meeting of the Board of Supervisors dated November 22, 2005.

            Upon motion of Mr. Colon, seconded by Mr. Salvesen, the Board approved the List of Bills and Transfers as prepared by the Secretary/Treasurer, and to enter the signed List of Bills by the Secretary/Treasurer and the Board of Supervisors as an attachment to the minutes.

REPORT OF THE CHAIRMAN

            Mr. Finnigan read and presented the following Resolution to Jim and Linda Sterner for the retirement:

HANOVER TOWNSHIP, NORTHAMPTON COUNTY

 

PROCLAMATION NO. 2005-08

 

 

A PROCLAMATION HONORING N. JAMES & LINDA J. STERNER ON THE OCCASION OF THEIR RETIREMENT

 

    WHEREAS, N. James and Linda J. Sterner have made significant contributions to the development of Hanover Township and have served the residential and business community in a caring and professional manner; and

 

WHEREAS, Jim and Linda will officially retire on December 31, 2005 after working diligently for The Township of Hanover – Northampton County for a combined seventy years of service; and

 

    WHEREAS, Jim served the Township as a Laborer, Equipment Operator, Assistant Road Foreman, Road Foreman, Public Works Director and then being appointed the first Township Manager in 1990; and

 

    WHEREAS, Linda served the Township as a Township Clerk, Zoning Administrator, Assistant Secretary Treasurer and then becoming the Secretary Treasurer in 1990; and

 

WHEREAS, Jim & Linda have exemplified the finest virtues of devoted public servants and have successfully guided the Township from a rural farming community to the thriving residential and business community it is today; and

 

WHEREAS, Jim & Linda have both assisted in making Hanover Township – Northampton County the best place to live, work and play in the Lehigh Valley.

 

    NOW, THEREFORE, BE IT AND IT IS HEREBY PROCLAIMED, by the Board of Supervisors of Hanover Township, County of Northampton, and the Commonwealth of Pennsylvania:

 

That N. James and Linda J. Sterner are applauded and recognized on the occasion of their retirement and the Board of Supervisors thanks them for their dedication and devotion.  The Board of Supervisors also extends to them our sincerest best wishes for many happy and healthy years of retirement.  Finally, the Board of Supervisors proclaim the Month of January 2006 as N. James and Linda J. Sterner Month in Hanover Township.

 

            The Board Members, Solicitor Broughal and Engineer Birdsall all commented on Jim and Linda’s retirement and wished them well.

            Linda and Jim thanked everyone.

 

 

 

 

 

 

SUPERVISOR’S COMMENTS

            Mr. Walbert commended the Public Works Department for the snow removal and leaf collection.

 

ADMINISTRATION

            Mr. Finnigan commented that prior to making the motion to adopt the 2006 Budgets that he would abstain due to the fact the 2006 Budget contained his salary.

            Mr. Finnigan moved that the Board approve to adopt Resolution 2005-13 adopting the 2006 Township Budgets, as follows and to authorize the Chairman and Secretary to sign the Resolution:

A         Resolution                                 of the Township of     Hanover

 

in the County of            Northampton    , Commonwealth of Pennsylvania,

 

appropriating specific sums estimated to be required for the specific purposes of the

 

municipal government, hereinafter set forth, during the year        2006    .

 

            BE IT RESOLVED AND ENACTED, and it is hereby resolved and enacted 

 

by the Board of Township Supervisors of the Township of         Hanover           , 

 

County of         Northampton                            , Commonwealth of Pennsylvania:

 

Section 1.        That for the expenditures and expenses of the fiscal year            2006   

                        the following amounts are hereby appropriated from the fund equities,

                        revenues, and other financing sources available for the year 2006.

                        for the specific purposes set forth on the following pages.

 

Section 2.        That any Resolution conflicting with this Resolution be and the same is
