
REGULAR SEMI—MONTHLY MEETING
JUNE 10, 2003
The regular semi—monthly meeting of the Board of Supervisors, Hanover Township, Northampton County, Pennsylvania, was called to order by Chairman John J. Finnigan, Jr., at the Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, Pennsylvania 18017 at 7:30 P.M.
Present were Supervisors Colon, Walbert, Salvesen and Diacogiannis, Engineer Birdsall, Attorney Broughal, Manager Sterner and Public Works Director Kevin Healy.
Upon motion of Mr. Walbert, seconded by Mr. Diacogiannis, the Board unanimously approved the Agenda.

Upon motion of Mr. Walbert, seconded by Mr. Colon, the Board unanimously approved the minutes, from the meeting of the Board of Supervisors dated May 27, 2003.

Upon motion of Mr. Diacogiannis, seconded by Mr. Salvesen, the Board unanimously approved the List of Bills and Transfers dated June 10, 2003 as prepared by the Secretary/Treasurer, and to enter the signed List of Bills by the Secretary/Treasurer and the Board of Supervisors as an attachment to the minutes.

Mr. John Hager, Hampshire Drive was present to request that the speed limit be reduced from 35 MPH to 25MPH on Jacksonville Road due to all the speeding that is being done. Mr. Birdsall stated that a traffic study would have to be performed. The Secretary was directed to send a letter to the Colonial Regional Police and the Colonial Regional Police Commission that the speed limit should be enforced and that some residents have been informed that there is a 20 MPH grace.
Mr. Scott Marks, Airport Road, was present to discuss the development on Airport Road and the possibility of getting sewerage in this part of the Township. Mr. Birdsall explained the development that is going on in the Airport Road area.

APPOINTMENTS
Upon motion of Mr. Finnigan, seconded by Mr. Colon, the Board unanimously approved to appoint Susan Scholl, 5383 Greenbriar Drive, Bethlehem, Pennsylvania, 18017 to the Hanover Township Shade Tree Advisory Commission. Mr. Scholl's term to expire January 1, 2004. Also to notify Ms. Scholl and the Shade Tree Advisory Commission of the appointment.

Mr. Finnigan closed the regular meeting and opened the public meeting for the regulation of parking of vehicles on parts of Jacksonville Road and parts of Stoke Park Road. It was noted that the meeting had been duly advertised and the Secretary had proof of publication. It was noted that no one wished to speak.

ORDINANCE 03—04
AN ORDINANCE OF THE TOWNSHIP OF HANOVER, NORTHAMPTON COUNTY PENNSYLVANIA, PROVIDING FOR THE REGULATION OF STOPPING, STANDING AND PARKING VEHICLES ON JACKSONVILLE ROAD BETWEEN MACADA ROAD AND GRANITE DRIVE AND ON STOKE PARK ROAD BETWEEN RAINBOW DRIVE AND A POINT LOCATED 1300 FEET WEST OF JACKSONVILLE ROAD IN THE TOWNSHIP OF HANOVER AND PROVIDING THE PENALTIES FOR VIOLATION THEREOF.

POLICY 53
IT SHALL BE THE POLICY OF THE BOARD OF SUPERVISORS, HANOVER TOWNSHIP — NORTHAMPTON COUNTY, THAT WHEN REQUESTED BY THE FIRE CHIEF, FIRE MARSHALL AND/OR OFFICER IN CHARGE, ANY MEMBER OF THE ROAD CREW WHO IS A MEMBER OF THE HANOVER TOWNSHIP VOLUNTEER FIRE COMPANY #1, MAY RESPOND TO A WORKING FIRE FOR SUPPORT OF THE HANOVER TOWNSHIP VOLUNTEER FIRE COMPANY #1, IF THEIR LEAVING IS APPROVED BY EITHER THE ROAD SUPERVISOR, DIRECTOR OF PUBLIC WORKS OR TOWNSHIP MANAGER AND IS DEEMED NECESSARY FOR PUBLIC HEALTH, SAFETY OR WELFARE. ROAD CREW MEMBERS SHALL BE COMPENSATED AT THEIR NORMAL RATE OF PAY. RESPONDING TO A FIRE WHEN REQUESTED IS STRICTLY VOLUNTARY ON THE PART OF A MEMBER OF THE ROAD CREW.
WHEN DEEMED NECESSARY, AND AGAIN WITH THE APPROVAL OF EITHER THE ROAD SUPERVISOR, DIRECTOR OF PUBLIC WORKS OR THE TOWNSHIP MANAGER ADDITIONAL ROAD CREW MEMBERS MAY BE SENT TO A WORKING FIRE TO ASSIST WITH THE OPERATION OF A HYDRANT, RUNNING OF HOSES OR THE OPERATION OF A PUMPER.
THE TOWNSHIP WILL NOT BE RESPONSIBLE FOR TRAINING AND/OR CERTIFICATIONS REQUIRED. TRAINING WOULD HAVE TO BE ARRANGED BETWEEN THE ROAD CREW MEMBER AND THE FIRE COMPANY AND OCCUR ON THE ROAD CREW MEMBER'S OWN TIME.
ADMINISTRATION
Mr. Bob Mills and Mr. Dave Devey were present, representing Meals on Wheels. They would like the Board to consider allowing them to use the Municipal Tract for a two day fund raising event in October. Mr. Diacogiannis stated the Board would have to establish a methodology for all organizations who want to use the grounds, to make sure there are not scheduling conflicts, a fee schedule that's appropriate of outdoor activities, the organization must have insurance, control parking. A policy would have to be created to cover all of these items. A policy will be discussed the first meeting in August.

A PROCLAMATION HONORING JEFFREY DAVID CARLSON ON THE ACHIEVEMENT OF HIS EAGLE AWARD
WHEREAS, JEFF CARLSON HAS ACHIEVED A SIGNIFICANT ACCOMPLISHMENT IN LIFE'S PATH EARNING HIS EAGLE AWARD AS A MEMBER OF THE BOY SCOUTS OF AMERICA; AND
WHEREAS, JEFF WILL OFFICIALLY RECEIVE HIS AWARD DURING AN EAGLE COURT OF HONOR ON JUNE 14, 2003 AS A MEMBER OF BOY SCOUT TROOP 302, FIRST PRESBYTERIAN CHURCH; AND
WHEREAS, JEFF RECONDITIONED THE BICYCLE AND FOOTPATH AREA IN THE SAND ISLAND RECREATIONAL AREA IN THE CITY OF BETHLEHEM. HE AND HIS TROOP LAID DOWN 75 TONS OF GRAVEL ON OVER 1500 FEET OF PATHWAY. THE WORK INCLUDED CONDITIONING, CLEANING AND WEEDING, LEVELING AND RESURFACING;AND

NOW, THEREFORE, BE IT AND IT IS HEREBY PROCLAIMED, BY THE BOARD OF SUPERVISORS OF HANOVER TOWNSHIP, COUNTY OF NORTHAMPTON, AND THE COMMONWEALTH OF PENNSYLVANIA:
THAT JEFFREY DAVID CARLSON IS APPLAUDED AND RECOGNIZED ON THE OCCASION OF HIS EAGLE AWARD AND THE BOARD OF SUPERVISORS CONGRATULATE HIM FOR HIS DEDICATION AND DEVOTION IN PRESERVING THE FINEST VIRTUES OF AMERICAN LIFE AS SET FORTH BY THE SCOUTING PRINCIPALS. Upon motion of Mr. Diacogiannis, seconded by Mr. Colon, the Board unanimously approved, based on the recommendation of the Township Manager to increase the hourly wage of Jeremy Bucko to $13.00 per hour.

PLANNING & ZONING
Upon motion of Mr. Walbert, seconded by Mr. Diacogiannis, the Board unanimously approved the conditional use for Lot 1 in the Lehigh Valley Corporate Center Phase II subject to the following conditions:
1. All individual uses for the service support areas are subject to conditional use approval under the Hanover Township Zoning Ordinance.
2. Buildings and lighting must meet the Lehigh Valley Corporate Center's covenants and Township building standards.
3. All deliveries must be made from Schoenersville Road.
4. Additional screening, if deemed necessary by the Board, must be provided along the Corporate Center and the adjacent residential zoned property to the north.]

DEVELOPMENTS
Upon motion of Mr. Colon, seconded by Mr. Walbert, the Board unanimously approved the request of Hanover Glen to reduce the Letter of Credit conditioned that it is acceptable to the Township Solicitor. That the Letter of Credit shall be maintained at $256,150.00 (Exhibit A—1 $240,300 plus Exhibit A—2 $16,150.00) and that the Developer adheres to payment of Plans and Appeals. Also to notify the Developer of the Board's action.

Upon motion of Mr. Colon, seconded by Mr. Walbert, the Board rejected the request of St. Nicholas Church to end the maintenance period. That the Board urge the Church to complete the maintenance punch list items to the required improvements and request an extension of time. Also to notify the Developer of the Board's action.

It is noted for the record that Uplands Office Park has granted the Township an extension of time to August 28, 2003.

TOWNSHIP MANAGER'S REPORT
Mr. Sterner had nothing to report.
PUBLIC WORKS REPORT
Mr. Healy had nothing to report.
SOLICITOR'S REPORT
Asked if the Board wanted representation at the Zoning Hearing Board for St. Luke's Hospital signs. The answer was no.
ENGINEER'S REPORT
Asked permission to send letters to the residents on Airport Road. The answer was yes.
ROAD REPORTS
Mr. Walbert — Road District #1, Mr. Salvesen — Road District #2, Mr. Diacogiannis — Road District #3, Mr. Colon — Road District #4, and Mr. Finnigan — Road District #5 had nothing to report on any district.
Mr. Diacogiannis asked if we got an explanation from the Board of Elections as to why the Games of Chance was not on the ballot. Mr. Broughal stated they said they did not receive the paperwork.
Mr. Finnigan moved to go into executive session, with a motion to adjourn the meeting immediately following the executive session.
