
The regular semi-monthly meeting of the Board of Supervisors, Hanover Township, Northampton County, Pennsylvania was called to order by Chairman John J. Finnigan, Jr., at the Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, Pennsylvania, 18017 at 7:30 P.M.
Present were Supervisors Colon, Salvesen and Diacogiannis, Mike Schmalzer for Engineer Birdsall, Solicitor Broughal and Public Works Director Kevin Healy.
The Pledge of Allegiance was performed.
Upon motion of Mr. Colon, seconded by Mr. Salvesen, the Board unanimously approved the Agenda.

Upon motion of Mr. Colon, seconded by Mr. Salvesen, the Board approved the minutes, as written, from the meeting of the Board of Supervisors dated September 27, 2005.

Upon motion of Mr. Diacogiannis, seconded by Mr. Colon, the Board approved the List of Bills and Transfers dated October 11, 2005 as prepared by the Secretary/Treasurer, and to enter the signed List of Bills by the Secretary/Treasurer and the Board of Supervisors as an attachment to the minutes.

PLANNING & ZONING
Mr. Finnigan closed the regular business meeting and opened the Public Hearing for the SALDO Amendment.
It was noted for the record that a court stenographer was present to record all testimony and the Secretary received proof of publication.
After everyone who wished to speak, had spoken, the public hearing was closed and the regular business meeting was re-opened.
Mr. Colon moved that the Board approve the following Ordinance regarding the SALDO Amendment.
ORDINANCE 05-11
AN ORDINANCE OF THE BOARD OF SUPERVISORS OF THE TOWNSHIP OF HANOVER, COUNTY OF NORTHAMPTON, COMMONWEALTH OF PENNSYLVANIA AMENDING ORDINANCE 02-01, CHAPTER 159, THE HANOVER TOWNSHIP SUBDIVISION AND LAND DEVELOPMENT ORDINANCE AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES INCONSISTENT HEREWITH.
Mr. Diacogiannis seconded the motion.

Mr. Finnigan closed the regular business meeting and opened the Public Hearing for the Zoning Amendment.

Mr. Colon moved that the Board approve the following Ordinance in regards to the Zoning Amendment.
ORDINANCE 05-12
AN ORDINANCE ENACTED BY THE BOARD OF SUPERVISORS OF HANOVER TOWNSHIP, NORTHAMPTON COUNTY, PENNSYLVANIA, ENACTING CERTAIN AMENDMENTS TO THE “HANOVER TOWNSHIP ZONING ORDINANCE” AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES INCONSISTENT HEREWITH.
Mr. Diacogiannis seconded the motion.

A discussion was held regarding the Property Maintenance Code Ordinance.
Mr. Finnigan stated we received a letter from Solicitor Broughal relative to strengthening our BOCA enforcement and putting additional scriptures in there as to what would be allowed or not be allowed. Mr. Broughal needed dates of adoption for certain sections. Section 304.14 regarding screening; those dates should be June 1 to October 31. Section 602.3 regarding heat supply should be October 31 through April 30 and Section 602.4 regarding heat supply in a work area should be October 31 through April 30.
Mr. Finnigan directed Solicitor Broughal to advertise the Ordinance to include the addition of the dates provided.
ADMINISTRATION
Mr. Paul Kosiba from PNC Advisors was present to give the Board an update on the status of the Hanover Township Pension Plan.
Mr.
Diacogiannis moved that the Board approve the following Community Center Policy
concerning a Discount for Veterans and to notify the Recreation Director of the
Board’s action relative to this matter.

CRPD, Fire Company, Ambulance Corp &
Fire Police & Veterans Memberships
It shall be the policy of the Board of Supervisors
that members of the following organizations and/or individuals will receive a
twenty-five percent (25%) discount on rates at both the Community Center and
the Township Pool:
1. Colonial
Regional Police Department
2. Hanover
Township Volunteer Fire Company #1
3. Hanover
Township Ambulance Corp
4. Hanover
Township Fire Police
5. Veterans
of the United States Armed Forces

DEVELOPMENTS
It was
noted for the record that Jaindl Hanover Corporate Center II has granted the
Township an extension to November 30, 2005.
Mr. Colon
moved that the Board approve to grant LVCC II Lot 4 an extension to November 9,
2006 to meet the conditions of the conditional approval; and to notify the
Developer of the Board’s action.

Mr. Colon
moved that the Board approve to take the following action with respect to the
Hanover Highlands Lot 4-5 Subdivision Plan:
1.
That the Township
reject the Developer’s request to end the maintenance period on the remaining
improvements.
2.
That the Township urge
the Owner to address the “Punch List” items prior to November 15, 2005 and to
request a re-inspection.
3.
That the Developer
adhere to Township Policy #25 (payment of Plans and Appeals Account charges).
It was
also moved that the Township Secretary is to notify the Developer of the
Board’s action relative to this matter.

A discussion
was held regarding the Davis Subdivision with respect to the outstanding Plans
and Appeals Accounts, the Fees that were due before the plans could be recorded
and their agreement. It was stated that we received the agreements with the new
owner’s names, the maps are still in Davis’s name and we received no security.
Mr.
Broughal stated that the Township not record the plans.

SOLICITOR’S REPORT
Mr.
Broughal had nothing to report.
ENGINEER’S REPORT
Mr.
Schmalzer updated the Board on Hanover Corporate Center Phase I as to the
improvements of Township Line Road and Jaindl Boulevard.
Mr.
Schmalzer stated the curb has been installed up to the Bozak property on
Jacksonville Road. There are two properties remaining for curb and sidewalk.
Mr.
Schmalzer reported on the Township Pool project.
ROAD REPORTS
Mr.
Salvesen – Road District #2 had nothing to report on his district, but reported
on the following calls he received:. Resident of 1464 Briarclift regarding his
neighbor who put a pool in and all the dirt is still sitting in his driveway. Mrs. Matthews wanted to know if we
had any plans to install storm sewer on her side of the road. Mr. Farkas of
3920 Hemlock Place called regarding overgrown trees and bushes on his
neighbor’s property and it is affecting the site triangle.
Mr.
Diacogiannis – Road District #3 had nothing to report on his district but asked
the Engineer for an update on Jaindl Boulevard. Mr. Schmalzer stated that
Jaindl will be in to the Planning Commission in November.
Mr. Colon
– Road District #4 had nothing to report on his district but reported on a
recommendation from the Shade Tree Commission that the Township be responsible
for putting in trees where the Township does improvements.
Mr.
Finnigan – Road District 5 & 6 had nothing to report.
Upon
motion of Mr. Salvesen, seconded by Mr. Diacogiannis, the Board approved
adjournment at 8:32 P.M.
