of the April 2, 2007 Meeting
Meeting #832 of the Hanover
Township Northampton County Planning Commission was held at the
Planning Commission members in
attendance:

Motion was made by Kuehne, seconded by Taggart, to approve the minutes of the
Lawless, yes; Kuehne,
yes; Hilton, abstain; Taggart, yes; Sterner, abstain; Narlesky,
yes; Tanczos, yes.
Mr. Tanczos
officially welcomed Mr. Narlesky to the Planning
Commission.
Mr. Tanczos
referenced a letter that was prepared for George Scoggin
thanking him for his time and service over the years while serving on the
Planning Commission.
LVCC
Paul Szewczak
(
Bill Bumper, Project Manager,
Proposed is a single-story 59,000
square foot office flex building in the cul-de-sac on
off cul-de-sac. No issues as far as the parking and they still
stay under the impervious
cover. Utilities are already stubbed to this property; the
sanitary sewer comes off from
the north of the property; storm sewer is split into the two
ponds that are on the property.
Building will architecturally
blend in with other buildings in the industrial park.
Mr. Szewczak
discussed the berm along the eastern property line,
the existing sanitary
sewer pipe and existing trees on the property.
Mr. Szewczak
discussed the original LVCC II project that requires an overflow relief be
provided which is known as “Pond C”; which is the main pond on this
property.
Discussed
zoning issue regarding the length of the building. Township Zoning Ordinance
states that the building can be 400 feet in length. This proposed
building is 481 feet in
length. Mr. Bumper gave an overview of the length of the building
and the plans for the
building.
Planner Kuehne
stated he can see cutting this building down by 80 feet and getting within
the 400 feet and making it wider and changing the parking. If
the building was wider,
you’ll get the same square footage and come within the 400 feet.
He would rather see that
than the length it is proposed. As far as the east parking lot,
that can be deferred to some
later time as it is needed. He suggested they stick to the
zoning ordinance.
Planner Taggart stated he is also
concerned with the mixed use and the trucks coming
through with the residential homes abutting the property. The
residents will be concerned
with noise, times of day the trucks will be coming through,
lighting and security.
Mr. Bumper stated that this will
be mostly an office/business use in the front and towards
the back some sort of a small storage warehouse just for daily
deliveries and use. It
wouldn’t be used for any type of distribution or loading. Will
follow the ordinance for the
lighting and take into consideration the neighbors.
Planner Sterner stated he would
also be concerned the emergency vehicles with the
turning radius as the plan is presently presented. Questioning the
amount of room for the
type of emergency vehicles this Township has.
Planner Hilton stated he is
concerned about the length of the building and would like to
see them stay within the ordinance. There was nothing
compelling that would justify a
longer building.
Chairman Tanczos
recommended that they go to the Board of Supervisors and get their
opinion on the length of the building, because they are the ones
who have the ability to
waive that, before re-submitting to the Planning Commission.
Planner Kuehne
pointed out the Pathway System continuation. Concerned with the
extension of the pathway and would like to see that happen now
rather than later.
Mr. Schmalzer
stated that the pathway is part of the Township Official Plan and the
Airport has agreed to do that; it
is something that is going to happen when the Airport
develops their property.
ENGINEER’S REPORT
Brief overview given on the
512-Jaindl Project in regards to relocation of the gas mains
by UGI, and movement of the utility poles. Contractor is
making a “haul” road so they do
not interfere with the traffic on 512 while they are building
the new road. By the end of
October the road should be built,
traffic lights will be up,
cul-de-sac,
proceeding well and the contractor is really good to work with.
Water main is in down through
third will go in when we close
anyone who wants to hook up to the water line, to hook up.
Trees were cut down in Reilly’s
development but haven’t started anything yet because
right now there is no way for them to get into the development.
Planner Kuehne
asked Mr. Tanczos if everyone received the Roadway
Sufficiency.
Mr. Tanczos
stated yes.
Planner Taggart stated that they
did a really good job.
Planner Taggart questioned the
northeast corner of
house that used to be there seems to have been totally
re-changed.
Mr. Schmalzer
stated that the Owners came to the Township and wanted to remodel the
home and wanted to expand it. The zoning officer found that in
doing that they would
violate the side yard setback, so they donated the right-of-way to
Bridle Path Road from the 16 ½
feet to the 30 feet that is required according to our plans
which reduced their lot width enough that the could get their
expansion in and not violate
the side yard setback.
Chairman Tanzcos
referenced the form for the State Ethics Commission. Stated he will
contact Stacy at the Township office and email everyone with what
he finds out.
Planner Narlesky
stated his email address is incorrect on the directory and gave everyone
the correct email address, which is jnlegal@rcn.com.
A brief discussion was held on
the re-zoning on
coverage.
