Minutes of the April 7, 2008 Meeting

 

Meeting #844 of the Hanover Township Northampton County Planning Commission was held at the Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, Pennsylvania, Monday, April 7, 2008, and convened at 7:30 P.M.

December 2, 2007 Planning Commission Meeting.

Preliminary/Record Plan

Comments outlined in letter from Hanover Engineering, dated April 3, 2008, were discussed.

Antol clarified there will be 3 to 4 trucks per week carrying 75 to 80 drums per truck equating to 320 drums weekly.  Performance Standard listing 2 to 3 trips per day includes the truck carrying the drums plus a UPS and/or Federal Express truck.

 

Report prepared by Don Kohn, addressing precautions and protection within the building, will be forthcoming.  Response will be given to temperature control, also, explanation for proposed four inch (4”) containment above finished floor elevation for liquid storage.

Kohn stated there is no chemical processing, no manufacturing, in proposed warehouse addition.  Nothing has changed within existing facility.  Expansion will be used for warehousing and the stacking of drums.

 

Developer was requested to show area where dry goods would be located.  Design for fire protection is throughout entire building with highest density sprinkler system.

 

Approval was received from the Northampton County Conservation District.  Approval is needed from the Lehigh Valley Planning Commission.

Transformer, screened by shrubbery, is located on the property.  Air conditioning units are located within the building.

 

Comments received from the Township Fire Marshal Robert VanWhy must be addressed.  Tie in is shown off existing water system and sprinkler going into proposed building.

Emergency entrance will be located on the northeast corner of Lot 61.  Driveway will be constructed and paved part way in with grass as the remaining access to the rear of the building.

 

Planner Sterner requested that original parking on original plan should be designated on this plan.  Note on this plan should state that it refers back to original plan.

 

Emergency lighting is shown on outside of proposed building.  Conduits for lighting will be included in back parking lot, being available if/when needed to be installed.

 

Developer will comply with comments received from the Shade Tree Commission; letter dated April 1, 2008.  They will not remove any trees that are budding.  Revised Landscaping Plan must be provided.

 

Letter outlining waiver requests will be provided.

 

Outstanding issued must be addressed.

 

PROPOSED FLOODPLAIN ORDINANCE

ORDINANCE REPEALING FLOODPLAIN MANAGEMENT REGULATIONS

 

Proposal is to repeal Floodplain Management Ordinance 77-3, Chapter 86.  Zoning Ordinance would be amended to provide Section 185-39.1 Flood Hazard Overlay District Regulations.  Proposal is made to be in compliance with FEMA guidelines.

 

Areas identified by the study are at the Panera Bread location, the area around the Center Street bridge, and along the Monocacy Creek.  The central swale in the Township is not impacted as part of the Floodplain Hazard District.

 

Planners Kuehne, Taggart and Sterner will meet with the Township Engineer to review draft.  Comments and recommendations will be given at the May meeting.

 

Township resident George Werkheiser was advised that his home is located in the Special Conservation District.

 

PLANNING COMMISSION

Planners were given a copy of the Township Strategic Plan.

 

Bethlehem School District is reviewing proposals for a new Junior High School, replacing Nitschmann.  Town meeting will be held at Hanover School on April 28th.
