Minutes of the August 2, 2004 Meeting

 

 

 

Meeting #806 of the Hanover Township Northampton County Planning Commission was held at the Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, Pennsylvania, Monday, August 2, 2004, and convened at 7:30 P.M.

VALLEY VIEW ESTATES Phase I Single-Family Detached Residential

 

Preliminary/Record Plan

 

Richard Gitter (DeLuca Homes) Keith Lawler (Keystone Consulting Engineers)

 

Revised plan proposes 25 residential lots, 1 detention basin lot, 1 open space lot, and 1 residual lot.

 

Existing basin will be expanded....pond liner will be installed....side slopes will be 4:1....low flow channels and three outlet control structures will be provided....pond will be fenced. Modified basin will drain completely after a storm. Developer requests allowance of water depth at 2.68’ for a 10-year storm. Maximum allowed is 2’. Waiver is requested.

 

 

 

Chairman Tanczos asked whether sanitary sewer can be provided for 7 existing Township homes along Hanoverville Road. Developer suggested providing a manhole and stub between proposed Lots 3 and 4. Rear yards of proposed Lots 4 through 9 will be impacted by storm sewer, endwall and swale. The City of Bethlehem requests 30’ right-of-way easement for sanitary sewer. Planners suggested that developer provide 10’ with the homeowners offering 20’ to enable sanitary line to be installed to the rear of existing residences. Homeowners would be responsible for the lateral hookup. This will be discussed with Township Manager Sterner.

 

One acre of land will be donated for Open Space/Recreation. This area will be regraded.

 

Verification needed for water provision from the City of Bethlehem.

 

 

VALLEY VIEW ESTATES

 

Two accesses are proposed.....Gwenmawr with Hanoverville Road (located in Hanover Township)....Jacksonville with Hanoverville Road (located in East Allen Township). East Allen Township requested removal of stub streets in their portion of proposed development, thereby traffic from proposed 70 homes (Hanover and East Allen Townships) will access these two intersections. Chairman Tanczos requested that a note be placed on the plan stating there will be no additional road connections from East Allen Township to this development.

 

 

 

Kuehne notes several lot/driveway discrepancies. These will be corrected.

 

Cross sections are requested for proposed local roads.

 

Proposed sidewalks are shown on both sides of the street. Adjacent Monocacy Farms has sidewalk on one side. Planners are in favor of recommending a waiver to allow sidewalks on one side of proposed streets.

 

Developer was requested to address Shade Tree Commission comments.

 

Engineering issues will be addressed.

 

LVCC II - LOT 4 Preliminary/Record Plan

Proposed is a one-story 23,715 square foot multi-tenant medical office building. Boaz Surgical will be one of the tenants.

 

Planner Kuehne discussed the location and orientation of the building and its aesthetics. Proposed driveway is coming into another private driveway. Traffic patterns should be separated. Presently, WaWa’s traffic counts are 62% higher. Szewczak advised the positioning of the building offers the back tenants views of the ponds. Owner requested a courtyard be created in front of the building.

 

In order to alleviate traffic on the private driveway, Planners requested that a driveway off of High Point Boulevard be added. Planners favor granting a waiver from the loading zone requirement in order to provide another driveway.

 

Developer was requested to address Shade Tree Commission comments.

 

Engineering issues will be addressed. 

 

 ENGINEER’S REPORT - PLANNING COMMISSION

 

Jaindl has begun construction on Township Line Road.

 

Zoning Hearing Board instructed Westgate Utilities to come before the Planning Commission in September on their request to erect a 24’ x 26’ water storage tank.

 

Township policy should be established regarding traffic calming.

 

New proposal on watershed regulations should be checked by Township Engineer.

 

Planners should attend Board of Supervisors Workshop Meeting when Comprehensive Plan draft will be discussed.

 

Comprehensive Plan draft for the Lehigh Valley Planning Commission was received. This will be an agenda item at the September Planning Commission meeting.
