Minutes of the February 4, 2002 Meeting
Meeting #777 of the Hanover Township Northampton County Planning Commission was held at the Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, Pennsylvania, Monday, February 4, 2002, and convened at 7:30 P.M.

On the motion of McGonigle, seconded by Hilton, the minutes of the January 14 meeting were approved as written. Taggart abstained.
CODIFICATION ORDINANCE Amending S.A.L.D.O. and Zoning Ordinance
Adoption recommended. Attached letter forwarded to the Board of Supervisors.
HANOVER GLEN Development Plan Preliminary/Record Plan

Plans were reviewed along with letter from Hanover Engineering, dated January 31, 2002.
Planning previously recommended that this tract be rezoned to PHR.
Proposed 50 Garden Apartments will be sold as condominiums. Elevations must be provided. Units range from 13,000 sq. ft. to 14,000 sq. ft. with 9 foot high ceilings. Each unit will have a one car garage with additional parking space in front of each garage. 40 additional parking spaces are proposed. A Homeowner’s Association will maintain the building exteriors, landscaping, street care. Covenants will be established. Prospective tenants will not necessarily be in the over 55 age category. They expect to attract this market, as well as the under 55 professional single woman. Probable cost of unit would be $125,000 to $140,000.
Cart way/driveway width is 25 feet. No parking would be allowed on the streets.
Developer will meet with the Township and developer of proposed Hanover Ridge on February 6 to coordinate road widening, intersection improvements, storm drainage system.
Signs are not allowed in a Residential District. Therefore, application must be made and variance granted by the Zoning Hearing Board.
Two Recreation areas are proposed with a combined area of 70,000 sq. ft. This will be maintained by the developer. Some of this designation is not level, also paved. 50,000 sq. ft. is required for this multifamily development.
Developer will also make a cash contribution in lieu of land dedication to the Township.
Traffic Study must be provided.
Sidewalks were discussed. Developer does not own the land along Jacksonville Road just north of the Route 22 overpass. Planners recommend that sidewalk extend to the PennDot right of way and stop at that point.
Developer will discuss Sanitary Sewer flow requirements with Township engineer.
All existing trees must be identified. Developer will construct berm along Route 22, connecting with existing Stones Crossing berm. Replacement trees will be used as a buffer along berm.
Noise Study requirement was discussed. Study was prepared by former land owner. Developer proposes to construct berm at 382 feet which is 6 feet above the elevation of Route 22. Planners
suggested that construction follow the airport mitigation regulations. Developer will consider increased insulation.
Outstanding issues will be addressed. Conditional Use Plan Application, Architecturals must be submitted.
