Minutes of the February 5, 2007, 2007 Meeting

 

Meeting #830 of the Hanover Township Northampton County Planning Commission was held at the Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, Pennsylvania, Monday, February 5, 2007, 2007, and convened at 7:30 P.M.

Motion was made by Kuehne, seconded by Hilton, to approve the minutes of the January 8, 2007 Planning Commission Meeting.

CARDIO HEALTH & FITNESS CENTER   3864 Courtney Street   Conditional Use Application

Proposed is a 2,055 square foot cardio fitness and health center.   This will be a personal training facility with a manager and two trainers.  Provided will be private showers and changing rooms, four treadmills, a 16’ x 10’ free weight area, a 30’ x 15’ circuit training area, and a 10’ x 35’ all purpose area.  Facility will operate on an appointment only basis between 7:30 a.m. and         8:00 p.m.  This will be a stand along operation.  Two entrances/exits will be provided.

 

Total number of parking spaces at 293 exceeds the minimum required.  Chairman Tanczos noted there are two trailers parked in front of the building and asked if they could be parked toward the rear.

 

A Land Development Plan dated November 10, 1998 entitled “Lots 58-61 Bethlehem Business Park, Courtney #1 and #2, Parking Lot Expansion” was conditionally approved by the Board of Supervisors on November 24, 1998.  This plan must be recorded.

 

Motion was made by Tanczos, seconded by Sterner, to send a letter to the Board of Supervisors recommending Conditional Approval pending satisfaction of comments in letter from Hanover Engineering, dated January 30, 2007.  Facility will operate from 7:30 a.m. to 8:00 p.m. on an appointment only basis.  Parking is ample for proposed use.  Plan dated 1998 must be recorded.

MONOCACY FARMS LOT 61 RESUBDIVISION         Preliminary/Final Submission

Lot 61 is a 6.942 acre parcel.  Proposed are 13 lots along a new cul-de-sac street. 

Due to the relocation of Hanoverville Road, there was a five foot shift of Braddock Court.

 

Anderson advised proposal will be a part of the Hanoverville Crossing North Community Association.  Deluca will construct the homes and owners will become members of the association.

 

Comments were received from the Shade Tree Commission.  Street tree planting will be consistent with the Hanover Crossing North development.  Existing trees being removed along Seip Road will be relocated.

 

Noise barrier will be extended.  Easement must be established for the berm and plantings.

 

In order to connect the new northeast curbing of Braddock Court to the end of an existing inlet on Seip Road, a waiver was requested to use a 31 foot radius curve for the curbline rather than required 36 foot radius.

 

Motion was made by Tanczos, seconded by Lawless, recommending granting waiver of SALDO Section 159-11G.(4), permitting a 31 foot radius curve for the curbline versus a 36 foot radius.

Motion was made by Tanczos, seconded by Kuehne, to send a letter to the Board of Supervisors recommending Conditional Approval pending satisfaction of comments in letter from Hanover Engineering, dated January 30, 2007, also comments in letter dated January 4, 2007 from the Shade Tree Commission.   If any of the items do not meet with the satisfaction of Hanover Engineering, plan should return to the Planning Commission.

AIRPORT COMMONS OFFICE COMPLEX   Northgate II   Lot 3   Preliminary/Record Plan

Plan proposes five separate one-story frame flex buildings with a total square footage of 53,000 square foot (29,000 square feet for professional and medical, 24,000 square feet for general office).

 

Letter must be submitted outlining calculations for the number of employees, sewage flows and water usage.

 

Traffic Study was submitted with Lot 4 proposal.  Traffic generated by this lot is needed and study must be provided.

 

Cul-de-sac will remain.  Clarification should be made on drawing.

 

Developer spoke with Larry Krauter of the Airport Authority.  He is in favor of road being extended in the future.  Airport intends to give or sell land (Candula tract) to the Township.  This land will be converted into sports fields and this future road will offer access.

 

Planner Kuehne questioned the location of the fronts of each building.  Handicapped parking spaces need to be located in the front.  Architect Adams advised access can be from either side.  Spray stated they have two additional handicapped spaces than required so that should not be a problem.  Spaces can be moved.

 

Adams advised that one-story buildings would be constructed of white stucco with a metal roof.  Some larger windows would be featured.  Pylons, an architectural feature, would offer definition and identify entrances.  Landscaping would enhance the look.  Planners stated their dislike of the proposed white sterile look.  They would prefer having the brick standard used throughout the Township.  Architect stated proposal is simple, attractive and high class for a business park.  Economics is a factor.  Brick is being priced.  Chairman Tanczos requested visual exterior renderings of the stucco and the brick looks.

 

Comments were received from the Shade Tree Commission.

 

Outstanding issues outlined in letter from Hanover Engineering dated January 31, 2007 must be addressed.  Developer will meet with the Township Engineer.

 

INNOVATION WELLNESS CENTER     Northgate II     Lot 4     Preliminary/Record Plan

Plan proposes a two-story building at approximately 100,000 square feet, including a basement where a pool will be located.  75% of building is proposed for medical uses, 15% for business office and 10% for retail use.  Handicapped parking is located in front of proposed building.

 

Loading zones are located at the sides and within the building.  Fed Ex will be the common deliverer.

 

644 parking spaces are shown on the plan.  Some islands are proposed to break up the parking and offer a wind and water break.  Developer will request a waiver to allow less parking from what is required, as they prefer more green area.  This space can be designated for future parking with a note stating it can be constructed if/when required by the Township.  Security lighting in the parking lot will be on during the night.  Lower wattage will be used due to the proximity to the airport. 

Planner Taggart likes the entrance with trees and benches and the parking lot broken up configuration of the Doylestown Wellness Center. 

Pool usage in the basement and a basketball court on the roof must be included in the square footage calculations.

 

Adams explained the architectural design.  Front of proposed building, which faces east, would be brick with a metal roof.  The rear, which faces west, would be glass with a gentle curve.  A trellis would front the lower glass façade with clematis blooming most of the year.  Behind trellis

is a five foot area which would capture the solar energy, bringing air into the building, going down to the pool area and exhausting it out. 

Light can be used as an aesthetic element in the glass façade.

 

Landscaped transformer will be located outside of the building setback.  Emergency generator may be located outside of the building.  This must be screened, sound proofed and shown on the plan. 

 

Signage is being prepared.  Note should be included on the plan.

 

Waiver will be requested for Noise Study requirement as materials used will attenuate noise.

 

Fence shown around pond will be removed.

 

Gallons of sewage usage must be determined.

 

Comments were received from the Shade Tree Commission.

 

Outstanding issued outlined in letter dated February 1, 2007 from Hanover Engineering must be addressed.

 

ZONING ORDINANCE AMENDMENT

Ordinance revised in November, 2006 adds Conference Rooms within the Wellness Center and allows maximum building height at two (2) stories.  Building height at 38 feet does not change.

 

Motion was made by Tanczos, seconded by Lawless, to send a letter to the Board of Supervisors recommending approval of revisions to the AFHBD Zoning Ordinance, as they are in accordance with the objectives of the Comprehensive Plan.

ENGINEER’S REPORT

Hanoverville Road at Ackerman Place will be closed on February 14, 2007.  Detours will be in place.

Water line will be installed from N. Commerce Way to the west along Hanoverville Road.

 

PLANNING

Letter received from J. Timothy Boyer, dated January 11, 2007, will be given consideration when reviewing WaWa and CVS.
