Minutes of the February 7, 2005 Meeting

 

Meeting #810 of the Hanover Township Northampton County Planning Commission was held at the Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, Pennsylvania 18017 Monday February 7, 2005, and convened at 7:30 P.M.

On the motion of Taggart, seconded by McGonigle, the minutes of the January 10, 2005 Planning Commission Meeting were approved as written.

Mr. Kuehne abstained.

 

WAGNER HOLDINGS, INC. LVIP IV LOT 13 Development Plan

Preliminary/Record Plan

Dave Housman Liberty Engineering (Engineer)

 

They are proposed a 7500+ square foot addition to the existing building.  They submitted plans to Bethlehem Township today.  The Lehigh Valley Planning Commission will receive the plan this week.  There is a concrete pad which will be used as an outdoor lunch break area.  There will be 8 employees added when the addition is finished.  The addition is strictly for warehouse, for storage of filters.  They will have the underground utilities added to the plan.

 

Mr. Kuehne questioned the 100 year storm – there should be a better flow over the ground Section 152.10H.

The sinkholes were repaired and the note should not have been on the plan.  The addition will have metal siding and will be consistent with the existing building.

 

ZONING ORDINANCE AMENDMENT PIBD TO C-2

Attorney Joseph Zator and Mr. David Jaindl were present to discuss the various re-zoning issues that are before the Planning Commission.

 

Attorney Zator stated that the changing of a portion of the PIBD to C-2 is a Township proposal.  There is a loss in land due to the R1-A zoning.  Therefore this is the reason for the 11 acres being changed from PIBD to C-2 also one acre is to account for the Route 512 relocation loss.

 

The Commercial area – Mr. Tanczos is concerned that we are creating a traffic nightmare.  Mr. Jaindl stated that there will be one building 135,000 square feet on the 11 acres.  This would be a significant reduction in traffic.  Mr. Jaindl stated he visualizes the commercial as a local shopping area not regional.

 

R1-A ZONING DISTRICT

Mr. J. B. Reilly principal for Traditional Homes of America showed a proposed sketch plan.  The area would be re-zoned for PIBD to R1-A.  There will be two entrances one on Jaindl Boulevard and one on Hanoverville Road.  This plan meets the propsed ordinance.  The adult residential area is for age 55 and older with 20% for under 55.  There will be a swimming pool an club house.  The homes will consist of attached and detached homes, 65% will be detached.  All the homes are designed for single floor living and will have 2 car garages.  The Developer is proposed there will be low traffic generator and it will be at off peak hours.  The primary entrance will be Jaindl Boulevard.  Mr. Kuehne stated he does not believe it will generate less traffic. There will be a 50% setback from Jaindl Boulevard and they are planning to install an earth berm and landscaping.  Mr. Tanczos questioned the trees in the grove and how many will be lost.  Mr. Reilly stated that 50 – 50% of the lower quality trees will be removed, but the large quality trees will be saved.

There will be normal planting buffer between the existing homes and the new development.

Mr. Taggart questioned the internal circulation of the residents.  A lot of the people do walk.  The roads are private.

Mr. Hilton has a concern for the 55 and older.  What is the mechanism to keep the development 55 and older with only 20% under 55.  Mr. Reilly stated there will be notes on the final plan, the condo declaration and it will also be in the deed as a restriction.  The Association will monitor the age 55 along with the Township.  Documents for age will be required when units are sold.  Mr. Kuehne questioned the setbacks. There will be 40’ between the rear of the buildings and the possibility of adding a patio.  Mr. Reilly stated the building restriction would be large enough to accommodate a patio.

Mr. Scoggin stated he would like to see clarification on some of these issues.  Mr. Hilton would like additional words in the covenant for guarantees for the age issue.

 

Mr. Tanczos moved that the Commission recommend an amendment to the Zoning Ordinance creating an R-1A zoning district being that it is in accordance with the Comprehensive Plan in particular providing areas of various housing types and also providing for a pattern of land use to insure the compatibility between adjacent land uses.  We would like if the Board of Supervisors would consider the buffering along Jaindl Boulevard to insure the noise abatement is attained there satisfactory to the Zoning Ordinance and also to increase the setback to provide more space between structures.  Also no mechanical devices between structures.

Mr. Taggart seconded the motion.

Mr. Tanczos amended the motion to request the Township Solicitor to review the documents to make certain that the community is maintained in a continuous fashion in the form in which it is being created by this Ordinance for the long term.

Mr. Kuehne seconded the amendment.

DEWIRE ESTATES

The Developer was present to give the Commission an update on the Development.  The Development is proposed north of the Myron Haydt Subdivision and east of the Fishermans Net.  Rosewood cannot be a thru street because they do not own the adjoining property.  The proposed retention area will be a grass trap on the golf course.  There will be a fence provided spread out along the length of the property so children could not get into the grass trap.  They will need variances to the zoning ordinance for lot width and the woodlands ordinance.  They will be going for the variances before they come back to the Commission.  They Kingston/Bandala Subdivision must be recorded first before the DeWire or the Kingston Plan is recorded.

 

ENGINEER REPORT

The DeWires will be installing their curb and sidewalk along their property and the Township will do the rest of the curb and sidewalk on Jacksonville Road.  Had the bid opening for the Jacksonville Road Stoke Park Road traffic light.  The Township Manager told Mr. Jaindl that he wanted to see a schedule of improvements.

 

Mr. Tanczos stated that he thinks that the Commission should have a representative at the Board of Supervisors meetings and he will make up a schedule.
