Minutes of the January 10, 2005 Meeting

 

Meeting #809 of the Hanover Township Northampton County Planning Commission was held at the Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, Pennsylvania, Monday, January 10, 2005, and convened at 7:30 P.M.

 

Planning Commission members in attendance:

REORGANIZATION

On the motion of Hilton, seconded by Fritz, the Planning Commission unanimously approved to re-appoint Mark Tanczos as Chairman.

 

On the motion of McGonigle, seconded by Tanczos, the Planning Commission unanimously approved to re-appoint Joseph Hilton as Vice-Chairman.

 

On the motion of Tanczos, seconded by Taggart, the Planning Commission unanimously approved to re-appoint Paul Kuehne as Secretary.

 

On the motion of Tanczos, seconded by McGonigle, the Planning Commission unanimously approved to re-appoint Sylvia McLaughlin as Clerk. 

 

 

MINUTES

Correction to the minutes of the November 1, 2004  Planning Commission Meeting

Page 2, Westgate Water, first paragraph - recorded vote should read Tanczos, no.

 

Noting this correction, the minutes were approved on the motion made by Hilton, seconded by McGonigle.

PLANNING

Supervisor Frank Colon advised Planners that an Ordinance pertaining to Senior Housing would be forthcoming.

The Planning Commission would also be requested to review Open Space issues.

 

Taggart questioned Supervisor Colon on the status of Traffic Calming.  Colon advised this matter has been referred to Township Engineer Birdsall.  Planners asked if a policy would be written.

 

Hilton questioned if the township has some leverage regarding home maintenance, appearance, home and property upkeep (debris piles, inoperable car storage on property, etc.).  Does the Township have a policy that needs to be enforced, or should a policy be written? 

How long does a permit allow for home improvements?  Completion in time allowed should be enforced.

 

Property owners in the Stafore section have made various adjustments (bridged, cut out completely) to the inverted curbing in this development.  Road survey should check to assure water drainage flow is not impeded.

 

Mature areas of the Township should be checked to assure proper house maintenance.  Any problems should be identified.  Does the Township enforce the policies that are in effect?  Can the Township enforce corrections for any violations?  Follow-up should be made when a letter is sent to a resident. 

 

Township disallows free standing signs.  Businesses in the Township have signs that are not in compliance with Township Ordinances.  Inspections should be made.   All businesses should comply.

 

Pertaining to finances, what can be done to keep the tax rate down?

 

After voicing these concerns, the Planning Commission requests direction from the Board of Supervisors.  A joint workshop session could be scheduled to discuss Planning goals for 2005.
