Minutes of the January 13, 2003 Meeting

Meeting #788 of the Hanover Township Northampton County Planning Commission was held at the Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, Pennsylvania, Monday, January 13, 2003, and convened at 7:30 P.M.

REORGANIZATION

On the motion of Kuehne, seconded by McFarlin, the Planning Commission unanimously approved to re-appoint Mark Tanczos as Chairman and Joseph Hilton as Vice-Chairman.

On the motion of Tanczos, seconded by Hilton, the Planning Commission unanimously approved to re-appoint Paul Kuehne as Secretary.

On the motion of Kuehne, seconded by McGonigle, the Planning Commission unanimously approved to re-appoint Sylvia McLaughlin as Clerk.

PLANNING

Correction to the minutes of the December 2, 2002 Planning Commission Meeting.

Page 6 under S.A.L.D.O. Section 15.I.(5) - Fritz’ vote should be a yes

Noting this correction, the minutes were approved on the motion of McGonigle, seconded by Tanczos.

NORTHGATE II SUBDIVISION 4 Lot Business Park Preliminary/Record Plan

Schmalzer advised that the Township staff discussed an arrangement with the developer whereby the developer would extend proposed cul-de-sac by approximately 190 feet.....developer would grant the Township the right-of-way to the western property line, allowing for road extension by someone else if needed in the future.....GMA driveway is now a part of that lot. The lot line has been changed.

The Township would accept the PennDot acceptance of the Traffic Study and off site improvements, waiving any further involvement.

Letter received from PennDot dated January 10, 2003.

Pidcock advised that the added cul-de-sac length would allow a driveway for Lot 3.

Kaplin and Pidcock requested Planning approval.

Planner Kuehne advised that the Commission had not reviewed a plan showing revisions such as the lengthened cul-de-sac. Plan we approve must reflect what we see. Recommendations cannot be made without proper review.

Impact Fee assessments would be calculated on a lot by lot basis.

Developer was asked if a follow-up was made on the location and size of the open ended storm water pipes. Pidcock advised this is a PennDot issue. This is a waiver request, discussed and voted upon with conditions at the December 2 meeting.

Detention ponds will not be fenced. Note will be removed from plan.

Permit was obtained and buildings on this site have been demolished.

Planner Taggart questioned comment #10 under Traffic Impact Study in the January 10, 2003 PennDot letter. Clarification needed as PennDot stipulates a level of service "D". The Township mandates a level service of "C".

Comments were received from the Shade Tree Commission.

Chairman Tanczos noted the following outstanding issues:

Water allocation needed from the City of Bethlehem

Sufficient plantings must be added to provide adequate screening along the Warminsky property line.

Engineering issues outlined in letter from Hanover Engineering dated January 9, 2003 must be addressed. Soil Erosion Control letter is needed from the County.

Letter, dated January 13, 2003, presented requesting a waiver to allow the extended length of the cul-de-sac.

On a motion by Tanczos, seconded by McGonigle, the Planning Commission unanimously recommends extending the proposed cul-de-sac by an additional 190 feet.

Comments outlined in Hanover Engineering’s letter, dated January 9, 2003, must be addressed.

Township Fire Marshal comments are requested. There are no No Parking Fire Zones shown on the plan.

Detention pond will not be fenced.

Developer will comply with Township light standard regulations.

Impact fee must be calculated.

HINDU TEMPLE SOCIETY

Engineer requested that review be tabled until February.

ENGINEER’S REPORT

Road shoulders were deeply cut out by developer along Jacksonville and Stoke Park Roads. This is a safety concern for Township residents.
