Minutes of the January 14, 2002 Meeting

Meeting #776 of the Hanover Township Northampton County Planning Commission was held at the Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, Pennsylvania, Monday, January 14, 2002, and convened at 7:30 P.M.

Planning Commission members in attendance:

REORGANIZATION

On the motion of Kuehne, seconded by McGonigle, the Planning Commission unanimously approved to re-appoint Thomas Jacob as Chairman, Mark Tanczos as Vice-Chairman.

On the motion of Tanczos, seconded by Hilton, the Planning Commission unanimously approved to re-appoint Paul Kuehne as Secretary.

On the motion of Jacob, seconded by Kuehne, the Planning Commission unanimously approved to re-appoint Sylvia McLaughlin as Clerk.

PLANNING

On the motion of Kuehne, seconded by Hilton, the minutes of the December 3, 2001 meeting were approved as written. McGonigle abstained.

JAINDL LAND COMPANY Monocacy Farms Subdivision Preliminary/Record Plan

Letter from Hanover Engineering, dated January 10, 2002, was discussed.

Revised plans reflect waiver requests that were approved by the Planning Commission and the Board of Supervisors.

Developer requested comments from Planners on the on-site design, including road system, storm water management, landscaping.

Developer is initiating contact with PennDot for off-site highway improvements....DEP for permits for storm water management, earth disturbance and sanitary sewerage....Lehigh Valley Planning Commission for soil conservation.

Pidcock verified that Route 512 will be lowered. Proposed berm along Route 512 will be at a 14 foot height minimum.

Tanczos asked that consideration be given to another access point (walking path) at Lot 15 to the proposed Recreation/Open Space area. This would be in addition to access between Lots 10 and 12.

Upon inquiry from Hilton, Pidcock assured that the radius on Route 512 for south bound right turns onto Hanoverville Road would be sufficient for 18 wheel trucks.

McGonigle questioned lot sizes where drainage swales and berms are involved. Schmalzer stated those lots are deeper, following Township Ordinance requirements.

Upon questioning, Kuehne was advised that a south bound left turning lane on Harriet, a collector road, is shown on the plan.

Main concern is that development and paving of large areas will decrease the recharging of springs which feed the Monocacy Creek. Some springs could dry up.

Another concern east of Route 512 is storm water discharge straight into the Creek which goes into the ¾ mile long Hanover River. They prefer that the two proposed pipes be pulled back into a stilling basin with a flow control to slow the water flow, allowing sediment to drop out, pollutants to evaporate or be absorbed into the ground.

Basins need not be lined.

Bertner requests that Pidcock protect the Monocacy Creek.

Pidcock responded that regarding closed depressions, a geotechnical engineering firm was hired. Developer is conforming with Township criteria. There will be more impervious surface and more run-off after the project is constructed. This cannot be avoided. Basins are lined per Township request because of the geology. Chairman Jacob advised there cannot be a discussion on property east of Route 512, as those plans are not before Planning. Karen Dolan, Vice-president of the Monocacy Creek Watershed Association Recommends locating the Open Space centrally, surrounded by clustered small lots.

Kuehne advised that most of the Township parks are pocket parks in the neighborhood. This park was designed so the future Gwenmawr development can also use this park.

Dolan is also concerned about closed depressions. Water entering Monocacy Creek will be dirty. Water will not be able to seep back into the ground.

Kuehne advised that the designed detention ponds cut down on the velocity of water that comes out. Sediment is occurring in the basin. Rocks dissipate the energy of the water flow.

Dolan recommends that ponds be planted around edges opposed to rocks and grass. Plantings would clean up the water.

Tim Boyer, 5401 Hanoverville Road rely on wells for water. Is concerned about any negative impact. Will Residential and Corporate proposals be considered together or separately?

Schmalzer advised the Residential tract is currently before the Township as a stand-alone submission.

Proposal is acceptable to the Planning Commission, however, Chairman Jacob recommended that developer make presentation to the Board of Supervisors to assure that they also are in agreement.
