Minutes of the July 12, 2004 Meeting 

Meeting #805 of the Hanover Township Northampton County Planning Commission was held at the Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, Pennsylvania, Monday, July 12, 2004, and convened at 7:30 P.M.

Motion was made by Tanczos, seconded by Kuehne, to approve the minutes as written of the June 7, 2004 Planning Commission Meeting.

MACADA HILL SUBDIVISION - LOT 4 Grading Plan Preliminary/Record Plan

Robert Hoppes (Engineer/Surveyor) Jim Smoyer (Builder) 

Grading Plan was reviewed for proposed residential lot located within a Special Conservation District.

Hoppes advised a note will be added to plan (Zoning Section 185-22.C(g). Driveway contour will be adjusted to 10%.

Owner desires to keep as many trees as possible, therefore, the percentage of woodland remaining after construction will be 65%.

Dimensions of proposed building will be provided. 

Motion was made by Tanczos, seconded by Kuehne, to send a letter to the Board of Supervisors, recommending Grading Plan for Lot 4, based on the satisfaction of comments made in Hanover Engineering’s letter dated July 6, 2004.

FAULKNER SUBARU Revised Record Plan Architecturals

Amit Mukherjee (Base Engineering) David Gilbert (Faulkner) 

Revised plan addresses Shade Tree Commission comments. Architecturals propose a second story storage area, however, building height is not shown. Mukherjee advised height is under the Township maximum stipulation of 38 feet. Height should be added to plans submitted to the Board of Supervisors.

There is no change to lighting.

Front of proposed building will be 161 feet from Stoke Park Road. Planner Taggart asked if building would be visible from the Township Municipal Tract. Steps should be taken to minimize any visual impact on the Township’s recreational tract. Mukherjee advised proposed landscaping should screen proposed structure. 

Motion was made by Tanczos, seconded by McGonigle, to send a letter to the Board of Supervisors, recommending approval of revised Record Plan for Faulkner Subaru, showing a second floor addition of 3,808 square feet along with four (4) additional customers parking spaces.

HANOVER POINTE Revised Record Plan

David Fehr (Main Street Development Group) 

Submittal reflects design changes made to Subdivision Plan, which had been conditionally approved by the Board of Supervisors on September 23, 2003. 

Elevation of noise berm along Route 22 was discussed. Note on the plan had been changed, denoting height is “approximate”, being determined by amount of excess on-site material. Several lot elevations were changed due to grade changes for Blair Road and Tyler Way. Planners request adequate noise protection for these houses and request a berm height at elevation 390. Fehr stated they will use only on-site excess material and he is not sure berm elevation can be increased to that height. Top of berm will be landscaped.

Planner Scoggin noted the homes proposed in the western two-thirds of this tract have no berm protection and are directly open. No noise protection whatsoever will be offered for them. This is poor design, poor planning and not acceptable.

Planners requested that note be revised to read the berm heading west from Jacksonville Road to proposed retaining wall will be 12 feet above the first floor elevation. No material will be removed from the site, but will be added to the berm. Developer concurs. 

Chairman Tanczos questioned the flatness along Ciara Drive near intersection with Blair Road. Due to the use of fill, there may be some uneven settlement. Developer will review this with the Township Engineer and make modifications. 

Comments were received from the Shade Tree Commission.  

Engineering issues, as outlined in letter from Hanover Engineering dated July 8, 2004, must be addressed.  

Motion was made by Tanczos, seconded by Kuehne, to send a letter to the Board of Supervisors, recommending conditional approval of the revised Record Plan for Hanover Pointe, pending satisfaction of the comments in the July 8, 2004 Hanover Engineering letter, specifically revising the note about the berm and reviewing the slope of the Blair Road/Ciara Drive intersection; the satisfaction of the comments made by the City of Bethlehem in their letter dated June 24, 2004 ; also, addressing comments made by the Shade Tree Commission in their letter dated July 6, 2004.

COMPREHENSIVE PLAN DRAFT

Tom Fiorini of 500 Hanoverville Road - He and his wife walked along the Crawford Park area and commented how nice it is with walkways and open space. Walking along Hanoverville Road is difficult due to the low tree branches and weeds near Cryovac. Fiorini hopes consideration is given for open space/recreation in the new development areas (Jaindl land). 

The Park and Recreation Board will begin their revision of the Parks, Recreation and Open Space Plan. Planner Hilton will represent the Planning Commission in this endeavor. 

Planner Hilton stated this draft recommendation does not go far enough with regards to Open Space directly under the flight path. Upon Planners discussion, the following statement is recommended as Item #1 under GOALS - COMMERCIAL, BUSINESS AND INDUSTRIAL AREAS on page II-2 -------

For the purpose of maintaining the quality of life for Township residents, landowners and those who work in the Township, it is recommended that a sizable portion (for example 40%) of the land known as the proposed Aircraft Flightpath Highway Business District (AFHBD) be conserved as Open Space. This land should be located within the 65 bBA noise contour. The following considerations were instrumental in developing this goal: safety, noise, overall density, recharge of ground water, and the preservation of agricultural land.

Planner Kuehne commented traffic calming can slow down the traffic through the Township. Specifics needed would be an Ordinance considering traffic calming methods and traffic studies. An * should appear in front of #12 that would reference a note added to the bottom of the page as follows: “NOTE: This will require an amendment to the Township Codes and Ordinances.”  

 
Planner Taggart offered the following map comments:

Ladder symbol shown at Asa Packer, WaWa, Gateway, Park Plaza, etc. is not shown under the legend.

Birdsall stated ladder at Asa Packer could be removed. Legend would show ladder for private driveway. 

The direction of slash marks, indicating Special Conservation District, are opposite of the key.  

Motion was made by Tanczos, seconded by Kuehne, to forward draft, pending changes, to the Board of Supervisors.
