Minutes of the June 3, 2002 Meeting
Meeting #781 of the Hanover Township Northampton County Planning Commission was held at the Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, Pennsylvania, Monday, June 3, 2002, and convened at 7:30 P.M.
Planning Commission members in attendance:
On the motion of McGonigle, seconded by Kuehne, the minutes of the May 6, 2002 meeting were approved as written. Hilton and McFarlin abstained.
Resignation was received from Thomas Jacob. Attached letter was forwarded to him.
Sean McFarlin was welcomed as a new member of the Planning Commission.
JOHN SELKO 4141 Airport Road Preliminary Plan

Plan was discussed along with letter from Hanover Engineering, dated May 28, 2002. Sewer issues must be addressed. Parking lot location (Zoning 750.12.12.2.b) requires a Zoning Variance. Written request listing waivers should be submitted. Selko will schedule a meeting with the Township Engineer.

Developer wishes to convert existing building to a combination use that includes industrial, warehouse, office and retail. Site is along north side of Stoke Park Road, west of Faulkner Auto Dealership.
Rear portion of building is being used as a water bottling facility. Proposed is a combination of retail and office for the front of existing building. Retail would be "specialty retail" such as a gift shop with low volume, low staff.
Parking will be increased to 104 parking spaces (145 are required). Some proposed spaces are within the front yard setback, side yard setback and collector street setback. Zoning approval is required. Designation for future parking can accommodate 84 parking spaces.
Planners concur with waiver request of Off Street Parking (Zoning Section 343).
32,000 square feet (60%) of existing building has been renovated and is in operation bottling distilled water. There are 12 employees....6 active bays exist....presently, 4 trucks daily (supplies arrive, finished product loaded and out). There is no outside storage.
Site line has been improved. Drainage problem will be corrected. Developer will comply with Township request for lighting fixtures at a 16 foot height. Dumpster has been relocated.
Fire Marshal review is needed.
Conditional Use Hearing is scheduled June 18. Attached letter with Planning approval forwarded to the Board of Supervisors.
Zoning Hearing is scheduled June 27.
JAINDL LAND COMPANY Monocacy Farms Subdivision Preliminary/Record Plan

Plan was reviewed along with letter from Hanover Engineering dated May 30, 2002.
Lot 1 is comprised of 228 single family lots on 130.93 acres, one recreation/open space lot, and two detention basins. Berm along Route 512 will be constructed. On site items reviewed are in basic conformity with the Township’s Ordinances.
Applicable requirements of the Developer’s Agreement of January 19, 2001 must be satisfied. Roadway improvements required prior to issuance of any building permit are as follows:

Developer is now working with PennDot on road improvements.
Developer was directed to submit revised plan to Lehigh Valley Planning Commission for their review.
Lot 11 (8.48 acres) is designated as Recreation/Open Space, along with a cash contribution of $24,000. Planners asked if parking could be constructed at the Recreation location with a reevaluation of the cash contribution. A parking area to alleviate parking on the street would be beneficial. Jaindl stated he would look at it.
