Minutes of the June 7, 2004 Meeting 

Meeting #804 of the Hanover Township Northampton County Planning Commission was held at the Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, Pennsylvania, Monday, June 7, 2004, and convened at 7:30 P.M.

Correction to the minutes of May 3, 2004. Kuehne stated on Page 2, second line under Hindu Temple, the 3 on 1 slope should be typed as.....allowing 3:1 slope.

Noting this correction, minutes were approved on the motion of Hilton, seconded by Kuehne.

HINDU TEMPLE SOCIETY Land Development Plan Preliminary/Record Plan

Waiver was requested on providing a Noise Study. Planner Kuehne advised that existing tree rows do not attenuate noise...only a solid barrier would do so. The use of noise attenuating materials, reducing the amount of noise coming into the Temple, is recommended.  

Motion was made by Tanczos, seconded by Kuehne, recommending relief from providing a Noise Study, S.A.L.D.O. Section 159-25.

Comments were received from the Shade Tree Commission. 

Motion was made by Tanczos, seconded by Taggart, to send a letter to the Board of Supervisors, recommending Conditional Approval, based on the satisfaction of comments made in Hanover Engineering’s letter dated May 26, 2004, also comments made by the Shade Tree Commission in their letter dated June 4, 2004.

FAULKNER SUBARU Preliminary/Record Plan

Planner Kuehne deferred from making any comments or voting on issues due to relationship with Attorney Maloney. 

Zoning Hearing Board granted a variance on the lighting. 180 degree shielding will be used to diminish glare on Stoke Park Road and Route 22. After construction and inspection by Zoning Officer Fiore, Faulkner would be responsible for any needed corrections to eliminate glare.  

Note was added to plan stating that Private Driveway shall be maintained by Faulkner along the entire portion of Lot 2, insuring access for emergency vehicles. 

Comments were received from the Shade Tree Commission. 

Waiver requests were reviewed.  

Motion was made by Tanczos, seconded by Taggart, recommending deferral of S.A.L.D.O. Section 159-11.J pending any future request from the Board of Supervisors to install curbing at developer’s cost along northern frontage of private drive beyond the northern exit. Note has been added to plan.

Motion was made by Tanczos, seconded by Hilton, recommending waiver of Stormwater Management Section 152-7.B(3), allowing a release rate of 41.7% instead of required 30%. Reason is due to the slope. Approval was received from Lehigh Valley Planning Commission.

VALLEY VIEW ESTATES - PHASE I Single-Family Detached Residential

Preliminary/Record Plan

Proposed subdivision is located along the north side of Hanoverville Road. It is bounded on the east by Monocacy Farms, on the south by existing homes and on the north and west by farmland in East Allen Township. Development proposes 28 single family lots, ranging from 12,000 to 22,000 square feet, on 16 acres in Hanover Township. Development would have public water and sewer.

45 one acre single family lots, proposed on 58 acres in East Allen Township, would have on lot septic systems.  

Developer was requested to provide a 20 foot wide utility easement at the rear of proposed lots 4 through 9 on which installation of sanitary sewer could service existing 7 homes along Hanoverville Road that do not have sewer. Storm drainage could be accommodated on the rear lots, however Murphy advised there is not sufficient room on their lots for both, storm and sanitary. Residents were not contacted to see if a dual easement might work. Developer and Township Engineer will work to resolve this issue.  

Chairman Tanczos asked developer to consider 1 acre lots in Hanover Township to complement proposed 1 acre lots in East Allen Township, reducing the intensity in our Township. 

Road network with connections into East Allen must be reviewed. Stub roads shown in East Allen Township will be removed. Traffic via Gwenmawr Road will access Hanoverville Road. Traffic Study is requested relative to impact with intersections of Hanoverville Road with Jacksonville and Gwenmawr Roads. 

Planner Kuehne questioned the conditions from East Allen Township impacting detention ponds. Proposed pond is located north of existing pond. Consideration should be given to interconnecting both ponds, controlling the water with more detention time in the northern pond. Existing pond will be enlarged. Discharge pipe system will be at the bottom, replacing surface discharge. Further pond study should be done to improve conditions.  

Planners request the dedication of land for Recreation/Open Space. Lots 24 through 28 could be eliminated, creating additional land abutting the Recreation in Monocacy Farms. A pathway leading to the Recreation tract is desired.  

Interim waiver may be requested for the length of a cul-de-sac, pending completion of roads into East Allen Township.  

Lateral will be provided to extend sanitary sewer service to Lot 24. 

Comments were received from the Shade Tree Commission. 

Coordination is needed with East Allen Township on this proposal.

LVCC II - LOT 4 Preliminary/Record Plan

Fax was received from Liberty Engineering, requesting that review be tabled. 

Planner Kuehne offered these observations upon his review of this proposal. Design shows front of building facing south impacting a driveway. Kuehne turned building around to face High Point Boulevard. Driveway entrances and exits off High Point Boulevard would direct traffic.  

Comments will be relayed to developer. 

PLANNING COMMISSION

Draft of the proposed Comprehensive Plan will be presented at the July Planning Commission meeting. 

August Planning Commission Meeting will be rescheduled from August 9 to August 2.
