Meeting #790 of the Hanover Township Northampton County Planning Commission was held at the Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, Pennsylvania, Monday, March 3, 2003, and convened at 7:30 P.M.

On the motion of McGonigle, seconded by Taggart, the minutes of the February 3, 2003 Planning Commission Meeting were unanimously approved as written.

LVCC LOT 11 Bennigan’s Restaurant Land Development Plan Preliminary/Record Plan

Restaurant at approximately 8,300 square feet is proposed on Lot 11, located at the southeast corner of Schoenersville and Stoke Park Roads. Positioning of proposed restaurant is at the eastern end of lot toward Stoke Park Road and Highpoint Boulevard with parking in front towards Schoenersville Road. Bennigan’s is owned by Metromedia Restaurant Group. They offer an Irish/American cuisine with an average price of $14 per person. Full service bar is located on one side with 80% for family dining. Proposed are 320 chairs. There are 164 parking spaces.
Hours are Sunday through Thursday 11:00 a.m. to 10:00 p.m......Friday and Saturday to 12:30 or 1:00 a.m......St. Patrick’s weekend until 2:00 a.m.
Peak volume - Monday through Friday lunch noon until 1:30.....Monday through Thursday dinner from 6:00 until 7:30.....Friday and Saturday dinner from 5:30 until 8:30.....Sunday there is an all day flow.
Brick restaurant will have no spot lights on building. Sign above front entrance will be illuminated.
Sanitary sewer and water are stubbed into the site. Storm water will be piped to detention pond.
Planner Kuehne advised the two (2) parking spaces located on the entrance curve from Highpoint Boulevard could result in traffic impacts. Szewczak advised these could be designated for the manager, rather than patron parking.
Suggestion was made to remove island to widen proposed 12’ wide loading dock to 23’, allowing for easier turns. Deliveries are made by a full sized truck twice a week prior to the restaurant opening. Truck traffic should be routed to Schoenersville Road. Trucks should not go east on Stoke Park Road toward the residential area.
Building will be sprinklered with a security system and video cameras.
Dumpsters will be enclosed.
Planners questioned whether there would be noise from cooler located at the rear of the restaurant. Smith assured cooler is well insulated and there would be no noise. Miscellaneous units are located on the roof and are cleaned quarterly. Attention should be given to ensure there is no odor emitting from establishment. Residential area must be protected.
Comments were received from the Shade Tree Commission.
Being considered is a free standing sign along Schoenersville Road, along with a building sign. Monument sign will be located at the entrance at Highpoint Boulevard.
Walking path is located along Highpoint Boulevard.
Waiver will be requested for relief from Noise Study requirement.
Target for opening date is Thanksgiving.
Conditional Use Hearing will be scheduled.
PARK AND RECREATION
Bill Hursh, representing the Township’s Park and Recreation Board, spoke to Planners regarding the Township’s pathway system. It is the Board’s desire to link existing paths, ultimately connecting with East Allen Township. Pathway in Westgate should also be completed. Following discussion, Planners suggested that the Park and Recreation Board make recommendations for a Township pathway map and present it to the Board of Supervisors for adoption as an official map.
Planners also requested that Park and Recreation forward their comments to this Commission when new submittals are received.
ENGINEER’S REPORT
Schmalzer updated Planners on future Jaindl development.
PLANNING COMMISSION
Planners discussed meeting with East Allen Township, Bath and Lower Nazareth Township to discuss development and its impact. Chairman of the Board of Supervisors will be contacted on this matter.
