Minutes of the March 3, 2008 Meeting

 

Meeting #843 of the Hanover Township Northampton County Planning Commission was held at the Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, Pennsylvania, Monday, March 3, 2008, and convened at 7:30 P.M.

Motion was made by Hilton, seconded by Lawless, to approve the minutes of the

February 4, 2008 Planning Commission Meeting.

COMMERCE BANK       3759 Bath Pike       Lot Consolidation Plan

Lot consolidation plan was reviewed along with letter from Hanover Engineering dated  February 26, 2008.  Outstanding items are shown on the Record Plan and will be transferred onto this plan.  Site contours will be added.

 

Motion was made by Tanczos, seconded by Narlesky, to send a letter to the Board of Supervisors recommending approval pending satisfaction of comments from Hanover Engineering; letter dated February 26, 2008.

COMMERCE BANK       Land Development Site Plan       Preliminary/Record Plan

Development plan was reviewed along with letter from Hanover Engineering dated

February 27, 2008.

 

Submission was based on interim plan …. provide necessary dedication of right-of-way …. classify Fairview Street along the frontage of Commerce Bank as a collector …. provide asphalt, widening section on the Commerce Bank side up to existing gravel edge …. cartway width at 25’ to 28’ for entire frontage.

 

Deferral was asked from constructing sidewalk along Fairview Street (159-13B.(1)

Partial waiver of Section 159-29C.(1) from providing information within 200’ of proposed bank.  Waiver of Section 159-11E from not providing a Stub Street.

Waiver of Section 159-11R from not providing Dedication of the Full Row width (Half Row Dedication provided).

Waiver of Section 159-10H from constructing Fairview Street to collector status of 34 feet.  Cartway width proposed would be 28 feet.

 

Chairman Tanczos advised developer the Township requests that the Record Plan criteria be followed.  Cartway width of 34 feet is desired along with sidewalk and curbing along Fairview Street.  This would negate approval of above noted requested waivers/deferrals.   Planners suggested that developer meet with the Township Engineer, the Township Manager and the Township Solicitor regarding the construction of Fairview Street.

 

Meeting should be scheduled with the Township Manager to make a determination for a relief area for snow plowing.

 

Section 159-11R – Developer will achieve full cartway width of 34 feet by taking added property from proposed Commerce Bank side of the street.  However, this creates a three foot offset at the next property owner.  Drissel asked that title clarification must be provided prior to street dedication.  Title acquisition may become a legal issue.  Opinion from the Board of Supervisors is needed.  Planners cannot approve dedication of a half street.

 

Section 159-13B.(1) – Deferral note should be added to plan stating sidewalks will be constructed along Route 512 if/when required by the Township.

 

Section 159-15F – Developer is providing a shrub row adjacent to the parking stalls to prevent headlight glare from cars.  Note should be added to plan stating shrubs provide the necessary screening and any dead plantings will be replaced.

 

Section 159-17F – Developer will provide cash in lieu of planting 25 replacement trees.

Comments were received from the Shade Tree Commission.

 

COMMERCE BANK Continued

Section 159-25 – Note should be added to plan stating noise attenuating materials will be used in the building construction to mitigate highway noise.

 

Section 159-29C.(1) – Some information within 200’ of this site has been provided.   Extent of information required should be discussed with the Township Engineer.

 

Section 159-29D.(3) – Profiles are provided for Fairview Street.  Additional data is needed.

 

Section 73-7C – Waiver requested to allow access driveway at 6 feet from property line.  Requirement is 10 feet.  Planners concur since there is a 36’ buffer that cannot be developed  (Lot 1B) between this driveway and Stoke Park Road.

 

Section 152-11G.(3) – Developer proposes to use a perforated HDPE pipe for the underground detention basin.  This has the potential for chemical and/or fire and does not meet Township approval.  An alternate which meets approval should be used.

 

Outstanding issues must be resolved.

 

INNOVATION WELLNESS CENTER       Northgate II – Lot 4       Preliminary/Record Plan

Lot Line Location Plan must be submitted under separate application.

 

The extension of the cul-de-sac would be timed with this project.  At this time, it is not known who will construct Innovation Way.

 

Developer met with Fire Marshal VanWhy.  Comments will be forthcoming.

 

Note on Architecturals state developer will comply with Noise regulations mandated by the Airport Authority.  Waiver has been requested.

 

Water allocation is needed from the City of Bethlehem.

 

Waiver is requested to hold 98 parking spaces in reserve.  They must be shown on the plan as “future” parking.  Note must be added to plan stating these spaces will be constructed if/when requested by the Township.

 

Three off-street loading docks are provided.  Two are within the building…one is along the curb.

 

Height of building face is 29 feet.  Parapet brings height to 35 feet.  Maximum height per Township Ordinance is 38 feet.

 

 

 

 

INNOVATION WELLNESS CENTER Continued

Floor areas do not designate the square footage for Wellness uses, Office space, or Retail space.  Developer wishes to offer inside flexibility.  Matrix can be included on the drawing.  Matrix would be submitted with each building occupancy permit.  Project plan for each building permit must show the changes in the outfitted space.

 

Traffic Study was completed using the 5th Edition as a guide.  Comments compiled by Mark Roth of McMahon were presented.

 

Sanitary Sewer Profiles include a drop manhole following the grade of the road.  Developer explains there is a lot of rock to dig through in order to make it deeper.  It is not known what might be located to the West in the future.  This issue should be reviewed with the Township Engineer.
