Minutes of the March 4, 2002 Meeting

Meeting #778 of the Hanover Township Northampton County Planning Commission was held at the Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, Pennsylvania, Monday, March 4, 2002, and convened at 7:30 P.M.

Planning Commission members in attendance:

On the motion of McGonigle, seconded by Taggart, the minutes of the February 4, 2002 meeting were approved as written. Fritz and Kuehne abstained.

HANOVER GLEN Development Plan Preliminary/Record Plan

Developer met with Township Engineer. Proposed plan will be revised, addressing issues outlined in Hanover Engineering’s letter dated March 1, 2002.

Waiver had been requested to allow plan sheet size at 30" x 42".

Developer will also request a waiver for the bottom of proposed detention basin. There will be a low flow channel with cable concrete and a slope of 1%.

Planners concur with both waiver requests.

Letter dated February 13 was received from Township Fire Marshal.

He requested no gate at access with Briarstone Road. Developer will comply.

Emergency access will be constructed as a narrow lane. Private drive signs will be erected to discourage through traffic.

Access to rear of buildings was questioned by Fire Marshal VanWhy. Proposed buildings will be 2-stories, 35’ in height, sprinklered with fire walls between each unit.

Multi-family developments are not included in the Township’s Solid Waste Disposal contract. Developer will secure a hauler on a weekly basis to collect garbage as well as recyclables. This will be stipulated in the Covenants.

Conditional Use Hearing is scheduled on March 19. Attached letter forwarded to the Board of Supervisors.

Planner Taggart discussed the excessive speeds on Township roads. He will contact Township Manager Sterner to see if there might be some way to "calm" traffic speeds.
