Minutes of the May 2, 2005 Meeting

 

Meeting #813 of the Hanover Township Northampton County Planning Commission was held at the Hanover Township Community Center, 3660 Jacksonville Road, Bethlehem, Pennsylvania, Monday, May 2, 2005, and convened at 7:30 P.M.

Motion was made by McGonigle, seconded by Hilton, approving  the minutes of the April 4, 2005 Planning Commission Meeting.

Chairman Tanczos welcomed Susan Lawless as a member of the Planning Commission.

 

ADULT DAY CARE      3893 Adler Place       Conditional Use Plan

Danwebers propose to lease 3,285 square feet of their 49,300 square foot office building to the YWCA for use as a nonprofit adult day care.  Lease was lost on present facility located on Roselawn Drive in Hanover Township.

 

Adult Day Care is permitted under Conditional Use.  Malkames stated this would also be allowed as an accessory use in the PIBD Zone.

 

Planners requested parking space calculations.  Designation is needed for drop-off and pickup .... .....adequate for small bus transportation.

 

Zoning Ordinance under Section 185-54.E.(5) stipulates lot should not be closer than 1000 feet to any Zoning District boundary.  Proposed use is immediately adjacent to a lot Zoned C-1.  Chairman Tanczos recommended that Township Solicitor Broughal be contacted for his determination of this regulation.

 

 

 

Shekari addressed inquiries made by Planners.

   There are 8 employees ...2 full-time, 6 part-time.   Nurse is part-time employee.  Staff is                    registered to give medication.  General care is provided.

 

   Ratio is 7 clients to 1 employee.

 

   Presently, there are 28 clients.  Maximum number of adults is 40.  Age ranges from 60 and               older.

 

   Present clients come from Bethlehem, Bath, Nazareth and Easton.  Clients do not drive.  A               caretaker brings them.  Lanta and Metro small buses (4 maximum buses) bring clients.

 

   Typical day consists of arrival, snacks, activities, hot lunches, newspaper is read to them, crafts,        snacks.

 

   Arrival time from 8:00 to 10:00 a.m.   Leave from 2:30 to 4:45 p.m.

 

   There is no food preparation.  Gracedale provides the food via delivery.

 

   ADA requirements are followed (ramps.....handicapped bathrooms).

 

   Alarm systems are on all doors.

 

   There are yearly State inspections to maintain license.

 

   They are funded by the Northampton County Department of Aging, also the United Way.  Day         Care cost is $45 per day.

 

   Adult Day Care began on Broad Street in 1984.....moved to Market Street.....moved to present        location on Roselawn Drive.   Present facility is 1600 square feet.

 

   Adult Day Care allows clients to remain with the family prior to perhaps residing in an Assisted        Living facility.

 

Outstanding comments in letter from Hanover Engineering, dated April 26, 2005, must be addressed.

 

ZONING ORDINANCE MAP AND TEXT AMENDMENT

Planners reviewed the LBD Zoning District in March.  Recommended wording changes were incorporated into the text amendment.

 

Motion was made by Tanczos, seconded by Taggart, to send a letter to the Board of Supervisors, recommending approval of the Zoning Ordinance Map Amendment and the Zoning Ordinance Text Amendment for the LBD District, as it is in conformance with the Comprehensive Plan.

ENGINEER’S REPORT

Construction of Jaindl Boulevard has begun.

Cuts are being made for the installation of water and sewer mains at Hanoverville Road.

Detours will be in place.  There may be road closures.
