Minutes of the May 6, 2002 Meeting
Meeting #780 of the Hanover Township Northampton County Planning Commission was held at the Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, Pennsylvania, Monday, May 6, 2002, and convened at 7:30 P.M.
Planning Commission members in attendance:
EXTENDED STAY AMERICA Conditional Use Plan
Dennis McCarthy (Attorney) Robert Yuro (Engineer) Mary Zilinski and Mary Stevenson (Architects)Building construction changed from cement block frame to wood frame.
Developer advised that building will comply with all BOCA standards. Building will be fully sprinklered. 2 1/2" NST stand pipes on every floor will be provided, as request by Township Fire Marshal.
Liberty Property Trust (Lehigh Valley Corporate Center) rejected a connection to their pathway system.
Approval with attached letter forwarded to the Board of Supervisors.
HOLIDAY INN - LOT 3 Preliminary/Record Plan
Review of plan was withdrawn.
HANOVER RIDGE Preliminary/Record Plan

Proposed are 65 Single Family Lots, along with 1 Open Space Lot (Woodlands) and 1 Detention Pond on the southwest corner of Jacksonville and Stoke Park Roads. Plan was reviewed, along with letter from Hanover Engineering, dated April 26, 2002.
Plan and Profile are needed for the intersection of Jacksonville and Stoke Park Roads. Grades, storm drainage, curb construction must be detailed.
Detention Basin will be designed with a high point in the middle, draining to two low points.
Sanitary sewer and water utilities will be relocated in the public right-of-way, rather than in private easements.
Planners concur with waiver requests on location of detention pond in the front yard setback (Zoning Sec. 315.1); also, the location of Ashton and Crofton Drives being less than 1000’ from intersection (S.A.L.D.O. Sec. 305.7.6).
Developer will follow Planners request for sidewalks along proposed Crofton, Foxview and Wheaton Streets.
A "T" intersection is preferred, rather than the cul-de-sac at the end of Crofton Drive.
Outstanding issues will be addressed.
HANOVER HIGHLANDS - LOT 2 Site Layout Plan Preliminary Plan

Proposed are a 3,328 square foot bank building with 3 drive-through lanes and 25 parking spaces
and a 3-story 36,300 square foot. office building with 155 parking spaces, located at the southeast corner of Stoke Park Road and Wegmans Drive.
Proposed access to site is opposite Northgate Drive on Stoke Park Road with emergency access to Fairview Street. Due to significant grade changes, 3 feet would be taken off site.
Planners feel from a safety aspect, entrance on an east side (inside) curve with a relatively tight radius is dangerous. There would be minimal visibility for left turn traffic. A Bell Horizon environmental box is also located here and would need to be lowered. Planners view Fairview Street as a more practical access. It is a wider street and structurally adequate.
Rear of proposed office building faces Stoke Park Road. Owner advised that Spillman Farmer would be the architects. Building would be symmetrical, mostly glass.
Planner Kuehne suggested that building be pushed back and turned around with front facing Stoke Park Road.
Developer should submit a Storm Water Management Plan for this site, tying it into the Wegman basin. Calculations must be provided for small area that would not be included into the Wegman basin. Roof drains will tie into the storm sewer system.
Bank must have a dedicated parking space for an armored car (UPS type vehicle).
Developer stated intent for a waiver from providing a Noise Study. Planners advised there is a trucking terminal on Stoke Park Road with trucks traveling this road, creating noise. Building should be constructed using materials to attenuate noise inside proposed building.
Lighting is proposed at 22 feet high. Planners mandate that Ordinance be followed and 16 feet high shoe box lighting fixtures be used. Any lighting on proposed buildings must be shown.
Numerous easements exist in the SCD district. Nothing is proposed in this area.
Traffic Study, architecturals, water and sewer allocations are required.
Outstanding issues, outlined in Hanover Engineering letter dated May 2, 2002, will be addressed.
HANOVER GLEN
Developer Jack Calahan was unable to attend meeting but requested that Township Engineer Schmalzer present proposed fence. Developer requests to erect a 6 foot high dark green stained fence along eastern property line, separating proposed development from Stones Crossing. This would substitute for proposed Pine Trees. Due to the majority of existing mature Walnut Trees, which emit poisonous toxins, in all probability the Pine Trees would not survive. Developer would plant the proposed flowering trees in front of the fence.
Fence would be maintained by the Homeowners Association.
Emergency access must remain.
Planners concur. Attached letter forwarded to developer.
ENGINEER’S REPORT
Schmalzer explained the Hanoverville Road diversion to the north through the Jaindl tract. This design would decrease traffic on Hanoverville Road. Planners feel this is a good design.
Curative Amendment decision with regards to the Church on the Move will be made May 21.
Soil Erosion Control Plan was submitted for the Aspen Inn storm drainage problems.
