Minutes of the November 5, 2001 Meeting
Meeting #753 of the Hanover Township Northampton County Planning Commission was held at the Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, Pennsylvania, Monday, November 5, 2001, and convened at 7:30 P.M.

Township requirement for a Traffic Impact Study was discussed. Attorney Johnson stated this is a low volume driveway...21.6 acres of land owned by Alan Kirby...Study should not be warranted. Letter, received from PennDot, requested updated traffic data. Rothdeutsch advised that a short traffic study was done, taking traffic assumptions...565 vehicles per day using site...
144 trips A.M. peak hours...197 trips P.M. peak hours. Skeans advised that development of a 54 acre parcel to the north will be forthcoming along with a Traffic Impact Study for that development.
Planners feel this is a new development with two lots in a new highway district, located centrally, where future development of properties will occur. Each development should show the traffic they will generate. Airport and Orchard Roads, as well as Schoenersville Road, will be impacted.
Upon extensive discussion, Planners conclude that a Traffic Study cannot be waived and must be presented prior to Record Plan approval.

HANOVER GLEN Sketch Plan

Proposed are five garden apartment dwellings, containing 10 units per dwelling, at the southeast corner of Jacksonville and Stoke Park Roads. Single access on Jacksonville Road will line up with access to proposed single family homes. Building exterior and common space will be owned and maintained by the condominium association. Covenants will prohibit placement of swing sets, decks, etc. Each unit will be 1300 square feet with two bedrooms, two bathrooms, single car garage with separate entrance from garage, as well as separate entrance from the outside. Two story buildings, not exceeding 35 feet high, constructed of siding with stone facade, architectural roof. Landscaping proposed along Jacksonville Road as well as around buildings.
Developer is aware of Jacksonville and Stoke Park Road improvements, including road widening, curbing and storm water management.
Developer requests a PHR Zoning to accommodate this use.
Emergency access will be constructed from parking area to Overlook Drive.
Proposed pond will be dry.
Landscape feature to property would be a white vinyl three rail fence along Stoke Park and Jacksonville Roads.
Planners requested that noise berm be built along Route 22, connecting with Stones Crossing berm.
Parking lot will be lighted.
Planners feel proposal suits this site.
CHURCH ON THE MOVE Curative Ordinance Amendment
Emil Giordano, Esq., representing the Planning Commission, was present.
A court stenographer was present to record all testimony. After everyone who was to speak had spoken, the following action was taken.
A motion was made by Chairman Jacob to deny the Curative Amendment because the present Township Ordinance does not treat churches any different from any non-religious use, and our Ordinance does not exclude churches from our jurisdiction. We do not discriminate against churches and there are alternative sites in the Township which the applicant failed to consider. Additionally, the relief requested is too broad in light of the bulk requirements in R1-S. The Plan fails to meet criteria for such land development plans per Township Zoning, S.A.L.D.O. and MPC.
