Minutes of the October 1, 2001 Meeting

Meeting #773 of the Hanover Township Northampton County Planning Commission was held at the Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, Pennsylvania, Monday, October 1, 2001, and convened at 7:30 P.M.

Planning Commission members in attendance:

Hanover Engineering Associates, Inc. Represented by Charles M. Schmalzer, P.L.S.

On the motion of Kuehne, seconded by Taggart, the minutes of the September 10, 2001 Planning Commission Meeting were approved as written. McGonigle abstained.

BRITH SHOLOM COMMUNITY CENTER Parking & Building Expansion

Douglas Hunsinger (Engineer) Robert Spillman Larry Lang

Off site Storm Drainage Plan was submitted and reviewed. Easement will be needed from owner of property on the west side of Jacksonville Road. Township Engineer is in agreement with plan.

Waiver requests submitted by Hunsinger of Keystone Consulting Engineers in letter dated July 30, 2001 were discussed.

 

Landscape Items

Planners concur that trees outside the construction area need not be identified. Trees within construction area must be identified. 31 trees will be removed. Landscape Plan will be reviewed to see if trees can be added to the site. Remaining number of trees will be offered to the Township for use at another location

Traffic Impact Study

Planners concur with waiver of required Traffic Impact Study.

 

Sewer and Water

Planners concur as there will be no increase in water or sewage usage.

 

Storm Drainage

Developer requested to use an 8" PVC pipe. Planners stipulate that a 15" concrete pipe

must be used. Metal plate can be used on the discharge end. Planners agree that a 1% bottom slope in the bottom of detention basin, using a cable concrete low flow channel, will be acceptable.

 

Developer requested relief from required contribution for Storm Sewer Interceptor

Construction. Developer is proposing off site storm drainage control, including

construction of a storm sewer across Jacksonville Road. Planners feel this waiver decision

should be made by the Board of Supervisors

Fire flow testing should be done. It is understood that Westgate Water Company has been sold. Hydrants are located on the southeast corner of Jacksonville/Macada Roads, also north of the parking area.

Preliminary/Record Plan will be submitted in the future.

HANOVER RIDGE 75 Lot R1-S Subdivision Preliminary/Record Plan

74 single family lots are proposed on approximately 33 acres of land at the southwest corner of Jacksonville and Stoke Park Roads, along with one detention basin. Road widening will be done at the Jacksonville/Stoke Park intersection.

Developer wishes to make a cash contribution for Open Space/Recreation, however, Chairman Jacob advised that the Township prefers to have the wooded acreage to the west donated as Open Space.

Planners requested that a letter outlining waiver requests be submitted.

Developer must meet the Township Ordinance on depth for proposed detention basin.

Planners requested sidewalks along Jacksonville and Stoke Park Roads. To provide safe access to Recreation area, sidewalks are also requested on the south side of Crofton Drive and on one side of Wheaton Drive.

Developer was asked to preserve as many trees in the three existing tree lines located on this property. He will try to comply.

Township Ordinance requires that collector streets be located at least 1000 feet from intersection. Planners agree with location of Ashton Drive and Crofton Drive at 940 feet and 900 feet.

Developer will address outstanding engineering issues, as outlined in letter from Hanover Engineering dated September 26, 2001.

ENGINEER’S REPORT

Planners were updated on road improvements in the Township.
