Minutes of the October 2, 2006 Meeting

 

Meeting #827 of the Hanover Township Northampton County Planning Commission was held at the Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, Pennsylvania, Monday, October 2, 2006, and convened at 7:30 P.M.

Motion was made by Taggart, seconded by Kuehne, to approve the minutes of the        September 11, 2006 Planning Commission Meeting.

Revised plans were reviewed along with letter from Township Engineer dated September 28, 2006. 

Proposed is a three-story apartment building for the elderly with 110 units, having 154 occupied beds.   Adequate parking is shown on the plan.

 

Four off-street loading spaces are now being provided.

 

Tall stair tower has been removed.  Two stair tower/cupolas at 54 feet in height are shown.  This is an aesthetic feature.   PP&L tower near this site is approximately 75 feet high with an additional 20 feet for the cell tower on top.

 

Fire Marshal’s comment #2 in letter dated August 17, 2006 must be addressed.  His letter of approval is required.

 

Responding to Planners inquiry, developer advised that their facility at the Pottstown location has approximately five (5) emergency medical service calls per month.  Township ambulance personnel approved proposed elevators as being of sufficient size…..one can accommodate a gurney…..one is larger than a typical elevator.

 

Planner Kuehne advised that Zoning Officer Schoenly will review the number of elevators and stair cases to assure accordance with BOCA Life Safety Codes.

Wall mounted pack lights cannot be higher than 16 feet.

 

Planners recommend that a survey be made of surrounding properties that may receive shock waves resulting from excavating rock.

 

Waiver requests were discussed.

Motion was made by Tanczos, seconded by Lawless, recommending waiver of Zoning Section 185-18C, agreeing with four (4) Off Street Loading Spaces being provided as shown on the plan, rather than required 17 spaces.

Motion was made by Tanczos, seconded by Hilton, recommending waiver of Stormwater Management Section 152-11B, as velocity for flow in a storm drain is de minimus.

Motion was made by Tanczos, seconded by Taggart, recommending waiver of Zoning Section 185-22B.(1), allowing proposed two (2) stair tower/cupolas at a height of 54 feet which is under height restriction of 60 feet.

Motion was made by Tanczos, seconded by Scoggin, to send a letter to the Board of Supervisors, recommending Conditional Approval, pending satisfaction of comments in letters from Hanover Engineering dated September 28, 2006 and the Shade Tree Commission letter dated September 27, 2006.   Approval is also needed from the Township Fire Marshal.

Reilly advised that Betsy Ross Circle is now designed with a cul-de-sac at the end.

 

A solid 4 foot high stucco wall, replacing the wrought iron fencing, will be placed atop the 4 foot high berm.  This will offer better noise attenuation.  Variance was granted by Zoning to allow wall structure within a setback. 

Developer is seeking a Zoning variance for sign location and size.

 

Waiver requested for driveways within 75 feet of the radius.  These are private roads with no through traffic.  Roads were studied and stop signs will be erected to assure controlled intersections.

 

Planner Scoggin asked about police protection.  Reilly advised police won’t patrol development on a regular basis, but they will respond when needed.

Jaindl Subdivision has signed an Improvement’s Agreement with the Township; however, several conditions need to be met.  Plan has not been recorded.

 

Comments from the Shade Tree Commission, letter dated September 27, 2006, should be addressed.

Motion was made by Tanczos, seconded by Kuehne, recommending waiver of SALDO

Section 159-11.J, also referenced as Chapter 67, Ordinance 95-5, Section 4, allowing granite block curbing instead of typical Township standards.

Section 159-15.B.(4) with regards to depth of reverse frontage along a collector road.

Section 159-15.I.(a).(3), permitting a driveway to be located closer than 75 feet from a street intersection.

Section 159-11.M.(2), allowing intersections to have less than a 150’ minimum centerline radius and to allow for less than a 75’ tangent from the end of a curve and an intersection.

Sidewalks and curbing will be installed as recommended by the Township Engineer.  Note must be added to plan with regards to any deferrals.

 

Developer will provide detailed Grading and Drainage Plans as requested by Township Engineer.

 

All houses are designed for a maximum depth of 74 feet, which includes all available options.  Zoning variance is being requested for a patio structure.

 

ENGINEER’S REPORT

Work continues on Township Line Road.  Water and sewer lines along with storm sewers are installed.  Curbing will be installed.
