Minutes of the October 4, 2004 Meeting

 

Meeting #808 of the Hanover Township Northampton County Planning Commission was held at the Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, Pennsylvania, Monday, October 4, 2004, and convened at 7:30 P.M.

 

Planning Commission members in attendance:

Correction to the minutes of the September 13, 2004  Planning Commission Meeting.

Page 5, second paragraph, third line - the word decreasing should be corrected to increasing -- increasing it from 15 feet.

Noting this correction, the minutes were approved on the motion of Kuehne, seconded by Taggart.  Hilton and Tanczos abstained.

 

GMA PARKING LOT EXPANSION

Waiver requests, as outlined in letter from Rocco Caracciolo of Ott Consulting, Inc., dated September 20, 2004, were reviewed and voted upon.

 

Motion was made by Tanczos, seconded by Taggart, recommending waiver of S.A.L.D.O. Section 159-29.C,  provided that all of existing setback, drainage utility and monitoring manhole easements, and buffer yard dimensions be shown on the plan.

Motion was made by Tanczos, seconded by Kuehne, recommending waiver of Stormwater Management Ordinance Section 152-10.I (7), allowing depth for a 2-year storm of 2.06’.

With proposed addition of 133  parking spaces, pond storage is being increased.  Area was left for pond expansion if additional parking was added.  However, if another 500 spaces were to be added, complete pond reconstruction would be necessary.

Motion was made by Tanczos, seconded by Taggart, to send a letter to the Board of Supervisors, recommending conditional approval, based on the satisfaction of comments made in Hanover Engineer’s letter, dated September 30, 2004.

RICHARD & MARION DEE       Lot Line Adjustment

Engineer requested that plan review be  tabled.

 

DAVIS SUBDIVISION     Preliminary/Record Plan

Subdivision Plan proposes four single family detached dwellings around a cul-de-sac with the extension of Vassar Avenue, also, a fifth residue lot with frontage on Airport Road containing an existing dwelling.

 

Reviewing the waiver request to allow proposed cul-de-sac of approximately 808’,   Planners discussed their previous suggestion to reserve an area for the piling of snow.  Developer stated he is providing curb and sidewalk and he believes snow can be plowed adequately.  This issue should be discussed with the Board of Supervisors and the Township Manager.

 

Motion was made by Tanczos, seconded by Kuehne, recommending waiver of S.A.L.D.O. Section 159-11.D, allowing the maximum length of proposed cul-de-sac at approximately 808’.  The snow removal concern should be discussed with the Board of Supervisors.

Developer has agreed to install a street light at location determined by the Township Manager (Section 159-11.W).

 

Developer will extend a sidewalk to the southern property line (Section 159-13.A).

 

Section 159-13-B(1) -- Planners deferred any waiver recommendations because no improvements to Lot 5 are being proposed at this time.

 

Developer will address the tree requirements with the Shade Tree Commission.

 

Developer will add note to plan, stating there is no secondary drain site and if there is any change to the property or development of the property, the primary, as well as, the secondary tested and approved drain field must be identified (Section 159-20.A&L).

 

 

 

 

 

DAVIS SUBDIVISION Continued

Developer has done all he can, but still cannot meet the 30% required release rate in a 2 year storm.  Approval was received from the Lehigh Valley Planning Commission.

Motion was made by Tanczos, seconded by Kuehne, recommending waiver of Stormwater Management Section 152-7.B(3) for the 2 year storm requirement, as the 30% release rate cannot be met.

Developer was requested to grant an extension to the Township beyond the October 31 date.

 

Outstanding engineering issues will be addressed.

 

Open Space/Recreation contribution will be determined by the Board of Supervisors.

 

Motion was made by Tanczos, seconded by Taggart, to send a letter to the Board of Supervisors recommending conditional approval based on the satisfaction of comments made in Hanover Engineering’s letter, dated September 30, 2004, also, comments made by the Shade Tree Commission in their letter dated March 29, 2004.

PLANNING COMMISSION

Planners recommend  that consideration be given to the construction of sidewalks along the west side of Jacksonville Road north of Crawford Drive.  Sidewalks would offer the children living in Suburban Estates a safe walkway to Hanover School.
