Minutes of the September 12, 2005 Meeting

 

Meeting #817 of the Hanover Township Northampton County Planning Commission was held at the Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, Pennsylvania, Monday, September 12, 2005, and convened at 7:30 P.M.

Motion was made by Taggart, seconded by Hilton, approving the minutes of the August 1, 2005 Planning Commission Meeting.

Comments outlined in letter from Hanover Engineering, dated September 8, 2005, were discussed.

 

Holzinger advised developer’s agreement with the City of Bethlehem has been provided to the Township Solicitor and the Township Engineer.  Pond construction would be monitored by the City.  Following construction by Dewire, maintenance would be turned over to the City of Bethlehem. 

Holzinger stated he talked with Township resident James Ravelle.  The City was asked to inform Ravelle when construction would take place.

 

Grading and Utilities Plan indicates a 6” PVC pipe connection to an existing 4” main on Jacksonville Road.  Westgate Utilities was contacted and advised of the 10” water main on the opposite side of the road.  Connection to this pipe may provide adequate fire flows.  Verification is needed, assuring that fire hydrants can deliver adequate fire flows.

 

Lot Line Adjustment Plan (Kingston Tract) has not been recorded.  Attorney Piperato has been contacted regarding this matter.

 

Section 159-17.F.2.(c) - Developer will offer a cash contribution for replacement trees.

 

Section 159-23.B.(1) - Developer will show electric and gas utilities for proposed subdivision.

 

Section 159-29.C.(6).(a) - Developer provided a chart listing the types of existing trees on this property.  The total number of trees has not been designated, nor the trunk diameter.  Upon discussion, Planners requested that every tree be numbered on a separate sheet (Tree Location Plan), which can be cross referenced with the provided tree chart.  This added sheet should be color coded, indicating the trees to be removed and the trees remaining.  The Township needs to catalog the trees that will be removed (in right of way, for swales, in easements), as well as the trees that will remain. 

Motion was made by Tanczos, seconded by Kuehne, recommending that a tree numbering plan, that can be cross referenced with current tree chart, be provided, instead of listing the trunk diameters of existing trees.

Soil Erosion Control Plan approval, LVPC approval and N.P.D.E.S. Permit is required.

 

Proposed street lighting must be approved by the Township Manager.

 

Motion was made by Tanczos, seconded by Kuehne, to send a letter to the Board of Supervisors, recommending Conditional Approval pending satisfaction of comments made in Hanover Engineering’s letter dated September 8, 2005.  Developer should not come before the Board of Supervisors until executed agreement with the City is provided and approval given by  the Township Solicitor.  Fire flows must be satisfied per Section 159.21.A.(1).  The Kingston Lot Line Adjustment Plan must be recorded.   Approvals must be received from the LVPC, Soil Erosion Control Plan and N.P.D.E.S.

ENGINEER’S REPORT

Curb and sidewalk will be installed along Jacksonville Road.

Major construction on Airport Road, Hanoverville Road and Jacksonville has been completed by Jaindl.

Road work remains on Jaindl Boulevard, Township Line Road and Hanoverville Road east of Route 512.
