Minutes of the September 9, 2002 Meeting
Meeting #784 of the Hanover Township Northampton County Planning Commission was held at the Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, Pennsylvania, Monday, September 9, 2002, and convened at 7:30 P.M.
Planning Commission members in attendance:

HANOVER CROSSINGS SUBDIVISION Grading Plan Lot 28

Raising the floor elevation impacted the drainage swale. Proposed pool has been removed from the plan.
Note on the plan indicates concrete block retaining wall will be designed by a Professional Engineer with design submitted to the Township Zoning Officer. Upon completion of wall construction, inspection report must be submitted to Township Zoning Officer prior to final certification.
Trees located within the easement will be replaced outside the easement.
Impervious cover percentage must be provided.
Conditional approval with attached letter forwarded to the Board of Supervisors.
JOHN SELKO 4141 Airport Road Preliminary Plan

Proposed is a 15,560 square foot multi-use office and retail store building along with 86 parking spaces. Driveway will be enlarged from 18 feet to 30 feet wide.
Application has been made to the City of Bethlehem for public water.
Sewer flow at this site will go to Catasauqua. Township Solicitor Broughal will prepare a new agreement with Catasauqua and Hanover Township Lehigh County. Township Manager Sterner should be contacted regarding status of this contract.
Proposed detention basin is located in the front yard setback. Planners agree this is an "incidental structure". (Zoning Section 315)
Developer discussed the curbing requirement. He related that the future Skeans development will entail widening of Airport Road along with a turning lane. Widening will undoubtedly occur onto their dedicated 50 foot right of way. Planners concur that curb construction should be deferred and coordinated with future Airport Road improvements. Note should be added to plan stating that the timing for curb construction at their cost is at the discretion of the Board of Supervisors.
Planners agree to waiver request regarding sidewalks. Sidewalks are not located along arterial roads.
Selko stated PennDot approved their plan showing proposed new building and proposed new driveway. Permit will be transferred to them. This must be verified.
Traffic Study is required.
Township Master Plan shows bikeway/pathway along the rear of this property (pedestrian easement).
Developer will ask for a waiver to allow a 1% bottom slope of the storm water basin. A low flow channel is provided. Planners concur. (SALDO Section 401.I.10)
Comments were received from the Shade Tree Commission. Hemlock Trees are not recommended.
Planner Taggart discussed concerns about the continuity needed on Airport Road to promote safety, rather than driver confusion, with traffic patterns changing from two lanes to three lanes and back again. Consistency of traffic patterns is something the Township should be concerned about. It would be advantageous for the Township to have long range overall plans for Airport Road, which would enable PennDot to tie into the Township land use plan. This can be further discussed with the Supervisors at the scheduled joint meeting.
Outstanding issues must be addressed. Developer was advised to submit revision as a Preliminary/Record Plan.
ORCHARD LANE DEVELOPMENT Lot 7 Block B Lot Location Plan

Plan proposes Lot 7 to be divided into two equal lots (Lot 1 and Lot 2), each consolidating with Lots 6 and 9.
Developer has shown contour lines.
Planners concur with waiver request on identifying all existing trees.
15 foot wide planting strip is being provided along reverse frontage of Lot 1. There will be no access to that portion of the property.
Signature of current owner is required.
Conditional approval with attached letter forwarded to the Board of Supervisors.
